Technical Consultant

SEHER national level Social Reformatory & Right Based Organization (RBO) working for the rights of children, women, minorities & refugees in Balochistan, KPK, Sindh & Punjab, requires proposal from interested Individual /Groups/firms/Institutes having expertise in developing proposal.

OVERALL OBJECTIVES OF CONSULTANCY AGREEMENT

The overall objective of the consultancy is to develop comprehensive system of Evaluation, applicable Tool Kit and Detailed (Step by Step) Implementation plan, evaluation manual and evaluation framework and conducted last 3 Years Evaluation of SEHER as test

TORs:

To develop and test the Evaluation System for SEHER

Developing Evaluation Manual and step by step guidelines for conducting all forms ( Midterm, final and rapid) evaluation

Developing of Evaluation framework for SEHER

Enabling SEHER's MER Staff in running SPSS software for data analysis

Testing developed Evaluation Framework on ground (practically evaluating SEHER's last three years organizational evaluation) Note: Keeping SEHER's MER Staff part of the whole process of evaluation as their capacity building

Developing detail Evaluation Report for ED/Management

DELIVERABLES

A. A comprehensive and viable / applicable Evaluation System for SEHER:

Evaluation Framework

Evaluation Manual

Performance Evaluation status of the staff report regarding SPSS

Last 3 years Evaluation Report

Three (3) colored Hard copies and one (1) soft copy of the document preferably on CDs of the documents( Evaluation Framework, Evaluation Manual, Performance Evaluation Report and last 03 years Evaluation Report) and it`s supporting Annexure.

No TA/DA will be given to the candidate for applying an interview

SEHER has right to postponed, cancel or change the Interview date/time with or without giving any reason at any time

Contract will be awarded as soon as find suitable runner; because Assignment has to complete by 10th of Dec, 14.

Society for Empowering Human Resources (SEHER) was established on May 28th, 1998 by a group of concerned youths. SEHER was established with the aim of addressing human misery with a particular focus on women, children, minorities and the poorest of the poor in Pakistan. SEHER is a rights based and social reformatory organization that seeks out a holistic approach towards development initiatives such as the protection of human rights, arms reduction, peace & human security and empowerment of the vulnerable, marginalized, and poor by examining and addressing all aspects of oppression, injustice, violence and poverty while treating the victims and poor as subjects of the change process. SEHER is guided by a vision of a society where the poorest of the poor, the marginalized, and the socially excluded are empowered to overcome their social, political and economic problems, and enjoy equal human rights and opportunities leading to a life of dignity and self-fulfillment. SEHER understands that as an organization it cannot realize such a vision alone. Such a huge task can only be achieved by strengthening intra-organizational capacities forming partnerships and alliances and pursuing advocacy at the program and policy levels. SEHER has successfully completed programs on poverty alleviation, women empowerment, child protection, legal empowerment, HIV&AIDS, democracy and human security. The organization have also responded to various disasters including drought and floods.
