• Planning and implementing monitoring, evaluation, and learning processes for the HDA project.• Advise the Project Management team on planning, monitoring and evaluation processes and give recommendations to improve the quality of these processes. • Verify the information reported in the Monitoring and Evaluation System through field actions and comparisons with other databases. • Support in the development of tools required to carry out annual and baseline project evaluations. • Provide reports such as quarterly, annual, and others that are requested using the M&E System and other tools and office data sources if necessary. • According to the workplan, monitor and evaluate the implementation of the activities in each project component, the completion of the commitments, and the conditions of the environment where the activities are developed. • Coordinate with the different internal and external departments for the collection of data to be recorded in the Mission M&E System. • Input all information required into USAID’s online MEL reporting system.• Coordinate and support technical leads of each activity and component to ensure M&E obligations are fully satisfied on time and collaborate on the development of M&E reporting in all required forms.• Analyze data from primary and secondary sources that may be useful for the achievement of project objectives. • Production and writing of project dissemination materials and communications documents such as: newsletters, fact sheets, blogs, web articles, presentations, success stories, documentation of activities and other communication materials as requested. • Collect project photos and manage the picture archive• Assist in ensuring the correct application of the USAID graphic standards manual• Help plan events such as co-creation workshops and other meeting

The ability to view the role of monitoring and evaluation as a learning function, to continuously improve program implementation, whilst still quickly addressing serious programmatic or operational compliance issues as they arise. The ability to design and execute a monitoring and evaluation project management database system relevant to the challenging Interior Sindh region, including information collection and analysis from multiple sources. Close coordination with CoP and program component leads to plan and implement data collection and monitoring and evaluation. Leads monitoring and evaluation in different areas of Sindh, in line with the PMP. Support the effort to improve or develop data collection tools and propose data collection approaches to support the PMP. Periodic visits to filed and meetings with the district coordinators to understand their data-collection systems and acquire needed data for the project.Review existing M&E systems and data collection instruments developed to date. Design if necessary and oversee quality of evaluation studies. Plan and conduct the baseline , mid line and end line data collection where required. Plan and streamline the database of the project activities implemented. Plan and conduct data collection efforts to meet USAID reporting requirements on the implementation of project interventions / activities. Work with CMP component leads to complete data-gathering activities and ensure data accuracy. Provide technical support and training to program staff on data collection, using M&E tools and reporting. Provides consistent, accurate reporting and data on activities, including weekly, monthly, quarterly, annual and ad hoc/special reports. Prepare relevant sections of quarterly and annual reports to HQ and USAID in accordance to standard requirements. Alerts CMP-IRD senior management regarding any financial and audit risks. Field travel required (Different parts of Sindh Province) in accordance to project requirements.

Objective 1: Development of PQA department
• Review external and ACF International best practices in Accountability, M & E and Learning mechanisms continuously and work with PQA Coordinator to integrate possible approaches to define PQA functions within ACF Pakistan country program
Objective 2: Capacity building of PQA, program and/or support staff in program quality and accountability mechanisms and approaches.
Objective 3: Contribute to PQA institutionalization and follow-up in the mission.
• Assist PQA Coordinator to include PQA activities in project proposal narratives and budgets
• Assist programs in defining sampling and assessment/surveillance methodologies
• Help design systems to verify M & E data produced by technical sectors
• Help select methodologies to locate qualitative changes brought about by ACF program along with PQA or/and program team
• Facilitate & take part in organizing project lesson learnt, knowledge sharing and capitalization workshops
• Explore with GIS Officer, PQA Coordinator, Technical Coordinators and other program staff ways to expand the use of GIS application in M & E and program implementation
• Participate in processes to identify areas within technical sectors that need internal evaluations and help roll out the evaluations
Objective 4: Management of PQA department at base level
• Management of PQA staff at base level (Team planning, recruitment, Briefing, Performance Appraisal, Trainings, on job coaching and day to day work etc)
• Plan PQA field visits, verifications, validations for Program activities, including creation of checklist for field visits, reports and debriefing of field visits.
• Responsible for adequate planning and provision of necessary resources to implement complaint handling in intervention area

1) Conducting baseline surveys and consolidation of data in all sub-sectors Entrepreneurs is working.
2) Monitor the Key Facilitating Partners’ (KFP) activities
• Undertake joint M&E exercises in order to build capacities of the KFPs in terms of carrying out various assessments (e.g., baseline/ day to day process monitoring) of their project’s activities
• Inculcate a culture of participatory monitoring, of the activities carried out by the KFPs in targeted districts of Pakistan, in collaboration with the KFPs staff, by visiting and observing their activities at the field level/office level as well as through reviewing their activities’ reports.
3) Conduct periodic Evaluation/ assessment surveys
• Carry out periodic evaluation surveys (assessment of activities at the outcome/ effect and long range impact levels) for the Project to learn that beneficiaries of certain sub-sectors are creating impact, in terms of, increased sales/ yields and incomes, on the lives of the beneficiaries
• Manage individual consultants as well as consulting firms in case if the surveys are to be performed externally, in the field
4) Ensure database management at KFP level for data warehousing and reporting
• Supervises and extends technical support to database officers of the relevant KFP through the Entrepreneurs H/O Database officer, in operationalization/ management of databases and ensures timely reporting by the KFP(s)
• Ensure that the databases in KFP’s office are up and running
• Ensure data quality i.e. consistency, integrity, accuracy and validity by conducting Data Recollection(DR)/ Data Quality Assessment(DQAs) reviews both at beneficiary and KFP’s level
• Ensure deployment of SMS system for sales reporting
5) Assist in compilation of Periodic Reports (weekly/ quarterly and annual reports and PPR)
