JOB PURPOSE

The Civil Engineer, under operational guidance of the Project Manager/Deputy Project Manager/Senior Project Officer and technical guidance of the Head of Programs and Technical Advisor WASH, is responsible for ensuring proper WASH infrastructure implementation of ACTED’s project in Jaffarabad-Balochistan District. The Civil Engineer oversees field operations and ensures effective and timely completion of WASH climate resilient construction activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries.

OBJECTIVE

To ensure the project is implemented in a timely and professional manner, according to objectives, goals and indicators, in line with donor requirements and based on beneficiary needs.

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Project Manager and technical guidance from the WASH Advisor, the Civil Engineer - WASH is required to perform the below mentioned responsibilities for the anticipated 3-Year BHA funded intervention in Balochistan. The project is anticipated to start from 1st May 2024.

  • Provide technical leadership and support including reviews & technical design evaluation in project’s infrastructure schemes.
  • Oversees and manages climate resilient water service delivery activities through sub-engineers and civil construction work through vendors.
  • Provides technical leadership to all climate resilient water service activities, including capacity building to project stakeholders to increase the quality and availability of services, improve efficiencies, and generate greater cost recovery of water services.
  • Support and advise Acted management and stakeholders on technical issues related to WASH project infrastructure schemes.
  • Conduct needs assessments, technical feasibility studies, prepare detailed engineering designs, BOQs, and assess & identify needs for improvements of the new and ongoing WASH project.
  • Execute the construction plans of water schemes civil engineering infrastructure.
  • Develop technical notes, review papers, and documentation on the technologies and products to expand WASH programme.
  • Disseminate technical knowledge, and skills on WASH programme and related construction activities to Acted management, area coordination and project staff.
  • Organize and conduct training and orientation of Acted team especially program and engineer team on technical matters related to water infrastructure works.
  • Participate in establishing effective monitoring, information and reporting systems and development of communication materials and strategies.
  • Maintain close liaison with handpumps/water filtrations plant/equipment vendors.
  • Represent Acted at various relevant WASH forums in Balochistan.
  • Perform other relevant tasks as assigned by Acted’s Senior Management  

Requirements:

  • Demonstrated skills in carrying out technical designing and evaluation of WASH projects.
  • Strong written and oral communication skills including ability to write technical documents and give presentations to colleagues within and outside Acted.
  • Strong interpersonal skills and experience in working effectively in an independent capacity and as a member of a team.
  • Strong report writing skills.
  • Ability to travel for work assignments in targeted union councils.

Skills:

  • Water Supply Infrastructure Design: Expertise in designing and implementing water supply systems, considering local water sources, distribution networks, and community needs.
  • Sanitation Facility Construction: Ability to design and oversee the construction of sanitation facilities, including latrines and handwashing stations, ensuring accessibility and sustainability.
  • Hygiene Promotion Strategies: Experience in developing and implementing hygiene promotion campaigns, utilizing participatory approaches to behavior change and community engagement.
  • Technical Engineering Skills: Proficiency in civil engineering principles and practices, including infrastructure design, construction management, and quality assurance.
  • Community Engagement: Skill in engaging with local communities to understand their WASH needs, preferences, and constraints, and involving them in project planning and implementation.
  • Knowledge of project management principles and experience in coordinating WASH projects, ensuring timely delivery, budget management, and stakeholder coordination.
  • Pro-active, well organized with sound planning, organizational, prioritization and problem-solving skills as well as effective verbal and written communication. 
  • Demonstrate attention to detail while keeping a strategic view, ability to follow procedures, meet deadlines, and work both independently and cooperatively with team members and implementing partners, and will be prepared to spend extensive time with field teams. 
  • Excellent communication and interpersonal skills and fluent in English, Urdu and other local languages

  •  % of milestones completed on time as per the original plan
  •  Project completed on time without the need for an NCE
  •  Project completed within budget flexibility (not requiring a budget amendment for project lines)
  •  % of contractual performance indicators achieved
  •  Project records and documents (beneficiary lists, donation certificates, attendance sheets, payment sheets) available for all project activities
  •  Positive monitoring and evaluation reports (internal and external)
  •  Number of complaints received related to the project
  •  % ineligible expenses on project budget lines
  •  % retention rate of project staff throughout project lifetime
