ASI Pakistan Finance Manager:
Background:
Adam Smith International (ASI) is a professional services business that delivers real impact, value and lasting change through projects supporting economic growth and government reform internationally. In Pakistan, ASI currently has a portfolio of three DFID-funded programmes: Kyber Pakhtunkhwa Education Sector Programme (KESP); Punjab Education Sector Programme (PESP); and Advocacy to Strengthen Demand for Economic Reform (‘The Projects’). The Projects are run from three offices located in Islamabad, Lahore and Peshawar.
Activities:
- Maintain proper accounting and filing systems for all financial transactions and records, in line with Generally accepted Accounting Principles (GAAP).
- Manage the ASI Pakistan PKR spend.
- Manage the continued upgrading of The Projects’ financial management processes, in close collaboration with the ASI Project Managers.
- Ensure compliance of all financial transactions and activities to local laws and internal policies, procedures and systems.
- Assist ASI and The Projects’ management in the preparation of office budgets.
- Oversee The Projects’ procurement functions and processes.
- Maintain asset registers for The Projects and ASI Pakistan.
- Oversee the timely payment of local staff and other in-country payments.
- Complete monthly ASI Pakistan RPS (Receipts and Payments System) and submit to ASI Project Managers for final review no later than midday on the 2nd working day of the month.
- Maintain cash flow analysis.
- Undertake bank and cash reconciliations.
- Maintain adequate financial resources in country to support monthly operations for The Projects.
- Complete monthly cash forecasts for The Projects, submitting monthly cash requests to ASI London by the 6th Day of each month.
- Prepare for and clarify any issues arising from audits conducted for ASI London or development partner agencies.
- Establish benchmarking for regular costs, including workshops, vetting all requests for fund release against these
- benchmarks.
- Establish and manage a vendor database.
- Work with Office Managers to transition majority of payments to bank-to-bank transfers.
- Provide cover when office managers are on leave.
- Other activities as agreed mutually with ASI Project Managers.
- Masters Degree in Economics or similar
- Minimum 10 years’ experience as a Chartered Accountant.
- Honesty, integrity and transparency in dealings with colleagues, stakeholders and clients
- Commitment to the aims, ethics and moral code of The Projects, ASI and DFID
- Attention to detail as well as to the overarching objectives.
- Professional conduct in all matters
