The MEAL/M&E Manager is to ensure proper and timely monitoring & evaluation of the emergency projects as well as ensuring accountability in the emergency projects in KP. The position holder will also be responsible to ensure knowledge gathering and management to improve the projects operations, under the supervision of M&E Head and will look after quality of emergency programs and will have ultimate responsibility in maintaining and strengthening the system over time and building capacity of Emergency and implementing partners staff. The incumbent will contribute to the organizational commitment to promote quality and diversity at program level.


He/She will be the primary point person for MEAL/M&E with relevant stakeholders and government at KPK

Key Responsibilities:

  • Support M&E Head in designing M&E system and accountability framework and its implementation
  • Support program development team/IPs in setting up the M&E and accountability indicators for output/outcomes/impact levels in project design.
  • Work with program team to ensure proper implementation of the projects on the agreed methodology and ensure the targets are achieved matching with indicators.
  • Ensure program implementation is meeting the needs of vulnerable groups together with gender analysis and are consistent with CARE's humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
  • Understand the basic concepts and standards related to M & E and accountability and quality management in humanitarian service delivery especially Sphere and HAP Standards.
  • Ensure the complaint mechanism is in place and properly implemented at field level.
  • Collaborate with HR to monitor and improve staff attitudes, behaviors and competencies to ensure adherence to Care standards and commitments.
  • Support in developing a comprehensive community participation strategy for the flood response program in consultation with project and program management
  • Plan and develop processes for assessing and planning capacity building of Emergency Staff and implementing partner staff on HAP, SPHERE, HAF as well as SRF etc
  • Conduct regular lessons learned workshop at organizational level keeping in mind program objectives and Care Humanitarian Accountability Framework.
  • Work out ways to promote formal and informal learning at various levels
  • Work with HR and other units/offices to promote appropriate skills and competencies for program quality, accountability and learning.
  • Manage field data collection processes and assist the M&E Manager to backstop the project's field operations in collaborations with gender accountability focal points
  • Conduct field visits to implementing partner field offices periodically to assess progress toward achieving objectives, ensure program compliance and effective implementation according to work plans and providing recommendations for improvement.
  • Facilitate the process of After Activity Reviews (AAR), evaluations to be conducted internally or externally as and when required
  • Ensure regular and timely reporting from field staff and implementing partners by monitoring receipts of monthly component/activity progress statements and quarterly component/activity progress reports and following up with the field operations and CARE Emergency staff and implementing partners on non-reporting.
  • Participate in cluster meetings and in networks of protection, accountability working groups, and facilitates linkages among these groups, and with decision-makers in CARE and the wider response.
Education:
  • Master Degree preferably social sciences.
  • Demonstrated 3 -7 years of relevant experience with INGO/NGO
  • Pro-active, persuasive, ability to work under stress.
  • Sufficient experience field monitoring and report writing.
  • Assessment, analytical and planning skills
  • Strong interpersonal and team building skills and excellence as a team player
  • Fluency in written and spoken English, local language Pashtu will be an additional asset
  • Sufficient experience in procurement/financial management of projects
  • Strong computer/internet usage skills

Skills

Excellent working knowledge of MEAL, principles and practical implementation.

Demonstrated experience in emergency response MEAL, preferably community based

Knowledge of existing good practice and current issues in MEAL work.

Project management experience

Experience of working through partners

Report writing and data analysis

Knowledge of a second major international language, highly desirable
