DAI, an international consulting firm based in the United States, is currently accepting applications from candidates for an IT/Database Specialist to support the Khyber Pakhtunkhwa Governance (KPG) Project funded by the U.S. Agency for International Development. The goal of KPG is to support the Khyber Pakhtunkhwa government and civil society organizations to implement the provincial governance reform agenda in an effort to improve local government effectiveness and to provide public services to Khyber Pakhtunkhwa citizens.

Main Duties and Responsibilities

The IT/Database Specialist will play a critical role on the KPG team, and will support the project to achieve program objectives. Specifically, the IT/Database Specialist will:

The IT Specialist will perform the following functions but not limited to:

IT MANAGEMENT TECHNICAL DUTIES

  • Overseeing Lotus Notes email and LAN/WAN connectivity.
  • Submit requests to IT Officer for new user accounts and TAMIS access.
  • Design and oversee local data security on computers.
  • Oversee the distribution and re-collection of IT equipment to district teams.
  • Track and comply with software licensing regulations and policies.
  • Comply with and help to enforce standard DAI IT policies and procedures.
  • Initiate and implement improvements in all areas of IT responsibility at the national and regional levels including VSAT and VLAN.
  • Submit requisitions for purchasing of all software, hardware and other IT supplies at the district level and advise and assist in purchases at the national level.
  • Advise in the planning and implementation of additions, deletions and major modifications to the IT infrastructure at district level.
  • Trouble shoot, systems backups, archiving, and disaster recovery and provides expert support and recommendations when required.
  • Supervise district LAN, VSAT, WAN and telephone systems.
  • Conducts maintenance of computers, servers, peripherals and software as directed.
  • Interact with internal clients on all levels to help resolve IT-related issues and provide answers in a timely manner.
  • Work with project teams to help implement internal systems.
  • Effectively communicate relevant IT-related information to management.

ADMINISTRATIVE MANAGEMENT

  • Build and maintain vendor relationships and manage the purchase of hardware and software products.
  • Place requests for IT equipment and software with the IT Officers.
  • Record “lessons learned” and share those lessons with team members.
  • Design and implement effective record keeping.
  • Communicate effectively with internal clients to identify needs and evaluate alternative business solutions.
  • Suggest areas for improvement in internal processes along with possible solutions to Administration and Management.
  • Work with project teams to help implement Internal Systems for district teams based on district optic profile.
  • Identify opportunities for improvement and make constructive suggestions for change.
  • Resolve and/or report IT issues in a timely fashion.
  • Work closely with Procurement, Logistics and Finance to update inventory of IT equipment.
  • Any other duties as assigned by supervisor.

Qualifications:

EDUCATION

  • Certificate or diploma in IT or similar field. Relevant experience and another university degree may substitute for the degrees mentioned.

WORK EXPERIENCE

  • Minimum of 2 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred. USAID funded project experience is a clear plus. Must have willingness to travel to DAI Pakistan field and district offices. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
TECHNICAL SKILLS
  • PC and Server support experience, especially with Windows Server & Windows Client operating systems
  • Ability of point to point and point to multi point Wireless configuration and installation
  • LAN, WAN, VSAT and BGAN knowledge and experience
  • MS applications, MS Office, MS Project, MS Visio and network management software
  • Common client applications such as Adobe Acrobat
  • IT troubleshooting skills and experience
  • Expert knowledge of Lotus Notes Client Administration, and replication within a WAN
  • VSAT setup and maintenance
  • Wireless bridge and access point set up and configuration
