JOB PURPOSE: As key member of Program Development (PD) team, the Senior Officer Program Development will be responsible for identifying donor resources, fundraising opportunities, and writing EOIs, Concept Notes and Project Proposals for long term organizational sustainability. The incumbent will be responsible to assist Manager Strategy and Program Development (SPD) in development of a detailed strategy to fortify and expand HF’s programmes in Pakistan.
Main Responsibilities & Tasks:
- Identify, inform and keep track record of donor opportunities relevant to the HF thematic areas.
- Build contacts with potential donors and assist PD team in increasing the donors funding base: At the operational level maintain relationships with existing donors, network with future donors and respond to their requests regularly and keep updating them about the work of the organization.
- Develop Expression of Interests (EOIs), Concept Notes, and Project Proposals and ensure their timely submission.
- Work with the technical leads to develop the log-frames and monitoring plans of the proposed projects.
- Finalize the budget of the donor funded projects in collaboration with Finance team.
- Develop and regularly update Opportunity Tracking Matrix (OTM), Project Status Matrix and Projects Fact Sheets.
- Ensure the effective record keeping of the official agreements and understandings with the other organizations
- Assist Manager SPD in development of a detailed strategy to fortify and expand HF’s programmes.
- Assist Manager SPD in organizing any fundraising events for the organization.
- Undertake field/program visits to familiarize and understand ground realities pertaining to current programs and future opportunities.
- Any other activity or function requested by line manager.
Qualification Requirements: Master’s Degree in Social Sciences, Communications, Program Management or related discipline with must experience of at least 3 years in proposal writing.
Professional Experience:
· At least three years relevant experience in proposal development while working with NGOs preferably INGOs
· An excellent understanding of development concepts, especially related to Social Welfare, Education, Health, Agriculture, Dairy, Technical and Vocational Skills, and Art and Culture.
· Demonstrable experience of successfully developing proposals and securing donor funds
· Proven experience of donor liaison, reporting and negotiations
Skills:
· Ability to work with minimum supervision and in a team environment to achieve maximum results
· Excellent proposal writing skills
· Excellent interpersonal skills
· Written and verbal communication skills in English
· Strong management skills required to meet tight deadlines
· Excellent IT skills
· Excellent negotiation and networking skills
Personal Competences:
· Willingness to travel to the project areas around the year
· Proven ability to work under pressure
· Must be able to embrace and promote diversity within teams and different communities
· A good team-player who is able to promote the spirit of team work.
