Overview:

Jhpiego seeks a Deputy Chief of Party (DCOP) for Maternal and Child Health Integrated Program (MCHIP) Pakistan. S/He will work closely with the chief of Party, who is responsible for the overall strategic direction and technical and managerial oversight for the program. The DCOP will work closely with the program implementation teams to ensure project resources are applied appropriately (e.g. human, financial, and material). Responsibilities include supervision program technical and management staff, overseeing annual work planning implementation and reporting of project activities, representing MCHIP to donors and partners, management of projects as required and managing human resource systems for the MCHIP Pakistan office. In the absence of the Chief of Party, the Deputy may be required to undertake the responsibilities of that position on a temporary basis.

Responsibilities:

  • Provide programmatic leadership and set priorities for programs in collaboration with the chief of party and program teams.
  • Mentor, support, supervise an manage a team of highly qualified staff and align their efforts in concert with program goals
  • Ensure that project activities are technically sound, and evidence- based, and responsive to the needs of the country, its people, and the donor
  • Represent MCHIP in public and professional circles through meetings, conferences and presentations
  • Ensure proper coordination between MCHIP teams, timely communication with sub-awardees, collection of various reports, and periodic monitoring of sub-awardees for continuous and systematic monitoring of their performance, including financial/compliance and program/technical
  • Ensure that Jhpiego is complying with Government of Pakistan laws and regulations required to operate its branch office in Pakistan.
  • Ensure effective and timely projection, planning, and execution of project procurement needs while complying with Jhpiego and USAID’s procurement guidelines and regulations
  • Ensure timely and cost efficient travel and logistics support to Jhpiego and MCHIP staff while complying with Jhpiego and USAID travel policy.
  • Ensure timely, operations, admin, and IT support is available to Jhpiego and MCHIP staff while complying with Jhpiego and USAID travel policy
  • Provide general oversight to Finance and Human Resources as needed

Required Qualifications:

  • Master's degree in Public Health, Public Administration, Business Administration or Medical/Nursing degree or in relevant field
  • A minimum of seven years of mid to senior level experience in designing, implementing or managing large, complex health projects in developing countries.
  • Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers.
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Proficiency in word processing and Microsoft Office software.
  • Fluent in written and spoken English.
  • Strong program and financial management skills.
  • In-depth knowledge of USAID regulations, systems, and procedures.
  • Excellent verbal, written communications and presentation skills.
  • Proven depth and breadth of technical and management expertise and experience.
  • Previous experience working in Pakistan.
