Purpose:

Provide assistance to Logistics & Procurement Unit in managing all operational and program related procurements, work closely and ensure Jhpiego’s and Donors rules and regulations are followed and to achieve project/organizational goals and objective efficiently. This position will be closely working with the Procurement and Logistics Officer and Manager P&L for supporting service contracts related all processes along with routine Operational and Program related supplies/services procurements.

Key Responsibilities:

  • Perform required procurement process for both operational and program-related equipment and supplies requested by MCHIP/Jhpiego staff by documenting procurement requests, soliciting and receiving quotes, and supporting bid analyses at the direction of the Manager Procurement & Logistics in compliance with Jhpiego and USAID rules and regulations
  • Plans, organizes and lead the bid solicitation process as assigned including drafting and issuing RFQ, RFP, P.O., Procurement Service Contracts, developing bid evaluation criteria and guiding program staff on processes involve
  • Coordinate with all vendors, suppliers and contractors and maintain good business relations
  • Ensure the collection of competitive bids/quotes and potential vendors for possible supply orders on office consumables, etc. Undertake trend analysis of prices and potential suppliers.
  • To maintain all files for contracts, and purchase orders according to Jhpiego policy
  • Ensure suppliers deliver procured items in a timely manner and properly recorded in inventory before dispatching to field districts; verify that deliveries have been made correctly and on time.
  • Conduct market surveys to assess market price and vendor physical verifications
  • Ensure that contractual agreements are timely updated, reviewed and approved and verify all invoices before submitting to P&L Manager.
  • Ensure all documents are complete and copied and filed before submission to finance for payments. As backup all documents shall also be stored electronically (scanned copies)
  • Maintain and update PR Tracking, Approved Vendors Lists, Procurement database and any other databases etc., on regular basis
  • Assist supervisor in all required procurement reports for senior management and any other urgent procurement needs
  • Perform timely sentinel check of any new or existing vendors
  • Process and ensure claims to vendors for defectives, shortage, missing parts/items/goods
  • Any other task assigned by the supervisor or his supervisor

Qualifications/ Skills Required:

  • Bachelor degree with minimum four (04) years of experience or MBA with minimum 2 years of experience on similar position with (I)NGOs
  • Any service or Sub-contract management experience will be a plus point
  • Must be competent and committed towards the challenges related to job. Good computing skill required and must be able to meet the deadline and deliver results
  • Good written and oral English & Urdu are essential, local languages will be a plus point
  • Good working experience in MS Excel, Word, Power point and other software applications
  • Ability to work late hours as and when required
  • Ability to be solution oriented and creative to ensure procurements are not delayed
