Main Purpose of the role:

To work in close coordination and cooperation with CFD to ensure effective and efficent garant management practice. Grants Officer will be responsible for managing the funding portfolio for Merlin’s country programme in Pakistan.. This includes making sure that grant procedures and formats are complied with, maintaining and updating records on grants on regular bases, ensuring all garnt data and information are propoerly documented and filed both in soft and hard copies. He/she will be the main point of contact for all information and documentation related to Merlin grants in Pakistan, in absence of CFD

He / She will provide support to staff and the field teams in the management of all proposals, reports, donor relations and compliance. Together with the CFD, and CMT, responsible for assuring full donor compliance of closed, running and future projects implemented by Merlin.

SPECIFIC RESPONSIBILITIES

Donor Grant Management:

  • Support CFD and CMT in managing grant prtfolio in Merlin Pakistan country office.

  • Assist in managing donor contracts, maintaining donor report and grant tracking system and ensure that CMT, PMs and PCs are informed about reporting and proposal deadlines.

  • maintaining and updating records on grants on regular bases, ensuring all garnt data and information are propoerly documented and filed both in soft and hard copies.

  • Making sure that grant procedures and formats are complied with and participate on proposals, financial and narrative reporting, operational issues and contracts as required.

  • He/she will be the main point of contact for all information and documentation related to Merlin grants in Pakistan ’s relationships with existing and potential donors on behalf of CFD.

  • Work collaboratively with Operations and Finance Teams on the design, drafting, editing, budgeting and completion of programme proposals and reports for submission.

  • Assess the support needs of the field offices in relation to donor contracts and reporting, and to assist in building the capacity and developing effective systems through visits and distant support.

  • Conduct staff trainings on donor compliance and programme related areas including donor reporting and proposal.

Contract Management

  • Work in close collaboration with the CFD and CMT, and coordinate the development of plans, proposals and budgets for new projects/project extensions in conjunction with the relevant operations, logistics, health, HR and financial staff

  • Ensure budget allocations for individual donors are clear, where possible giving ownership of individual activities and / or geographical locations, and avoiding overlaps.

  • Maximize where possible flexibility in donor agreements in terms of eligibility dates / timeframes and activities that are funded, to allow for changing circumstances.

  • Maintain up to date knowledge on donor rules and regulations with regards to sub-grants and ensure implementation at all times. Analyze contract terms and conditions, and correct any observed discrepancies.

  • Prepare amendments to existing project documents as necessary and ensure the full compliance with requirements and conditions in grant agreements and contracts, in close cooperation with programme, administration, and finance departments.

Requirements (Person Specification)

Experience of grants management and donor compliance

    • Knowelege of Financial reporting and Grant compliance – EU, ECHO, WB, etc

    • Knowledge of project management tools (Logical Framework analysis, project cycle management, indicators etc.)

    • Strong knowledge of donor requirements for contract and project management

    • Strong demonstrated skills with budget development and budget monitoring

    • Strong communication skills, with excellent written and spoken

    • Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines

    • Sound understanding of the donor environment including experience building and maintaining relationships with a variety of donors

    • Ability to work under stressful conditions, on own initiative and multitask

    • Previous experience of NGO work.

    • Confident and proficient in the use of MS Office

    • Experience of establishing strong working relationships with colleagues from different functions and cultures

    • Ability to travel within Pakistan as required

Desirable

    • Degree or Masters qualification in related field – Accounting, Finance, Management, Economics.

    • 3 or more years of direct experience in INGOs

    • English language skills.

    • Good negotiation Skills

Merlin has continued its regular programmes and extended coverage to communities affected by the flood; currently reaching approximately 2,000,000 people through the provision of essential health services, community management of malnutrition and communicable disease surveillance and management. Merlin is currently operating in Swat, Buner, Nowshera, and Charsadda districts in KPK province and Muzaffargarh in Punjab province. Merlin's model of care is based on the provision of an integrated package of health and nutrition services via static and mobile outreach services (currently supporting a total of 38 static health facilities and 26 mobile clinics).
