POSITION: Training Coordinator (Master Trainer)

Context and Background

Merlin is the UK’s leading international health charity, sending medical experts to the frontline of global emergencies and staying on to build lasting health systems. We entered Pakistan in 2005 after an earthquake in Jammu Kashmir left 75,000 dead and hundreds of thousands homeless. Since then we have expanded to provide a wide range of primary health care, malaria control, family planning, post abortion care and nutrition services to over 2.2 million people. We currently support 110 health facilities and ten hospitals, and have scaled up in times of emergency including the devastating floods of 2010 and 2011.

In Sindh, the province which was worst affected by the floods of 2010 and hit again by severe rains in 2011, Merlin is providing health and nutrition services in Dadu, Thatta and Badin. This includes treatment centres for communicable diseases like diarrhoea, feeding programmes for severely and moderately malnourished children and vaccinations to protect children under the age of 5 from diseases such as polio.

In Khyber Pakhtunkhwa, we are working in the Swat Valley, Peshawar, Buner and Nowshera districts – areas which are still confronting political instability, widespread militancy and displacement in wake of the conflict in neighboring Afghanistan. Merlin has provided emergency health care to internally displaced people (IDPs) in Jalozai camp since 2009, which were scaled up at the start of 2012 following an influx of IDPs from Khyber Agency. As people return to the Swat valley, we are working with government of Pakistan to strengthen the country’s health system, including training lady health workers to provide family planning advice in an effort to stem maternal mortality

In Baluchistan, Merlin is implementing a Global fund supported malaria control programme in 10 districts and now planning to expand its health and nutrition interventions into Naseerabad and Jaffarbad districts as Baluchistan has as well consistently faced a sequence of natural and manmade catastrophes. Furthermore, with GAM rates of 16.1%, Baluchistan is confronting, based upon WHO criteria, significantly high levels of child acute malnutrition.

Operational Management

  • Ensure that the regulations/agreements guiding the functioning of the programme are strictly followed.
  • Reporting in line with the relevant donor contracts and compliance requirements.
  • Conduct training activities as laid down in the project’s scope of work in Baluchistan
  • Assist Malaria Program Manager and PC in development of Training Palns in collaboration with district Project officers and Provincial counterparts in public sector
  • Develop implementation plans accordingly.
  • Ensure monitoring systems are in place and that project reviews are carried out periodically in conjunction with the Program coordinator.
  • Monitor the evolving humanitarian situation in the project region and consider strategic and immediate responses to same
  • Travel as dictated by the need of the project, security and staff etc.
  • Manage the flow , compilation and analysis of program generated data related to capacity building on case management, LLINs, IRS, trainings and M&E
  • Develop training curriculum and guidelines for various cadres of health care providers involved in malaria control at facility and district levels.
  • Maintain and update training databases at district and provincial levels.

Security

  • Assist project Coordinator in ensuring team security and safety in a highly changeable and volatile security environment.
  • Closely coordinate with the PC regarding the security issues.
  • Ensure security guidelines are implemented at all project locations. Amend the guidelines following consultation with the Technical Advisor.
  • The Training Coordinator is responsible for the day to day execution of the project against the agreed objective. However, in carrying out these responsibilities the safety and security of the team are paramount.

Programme Development

  • Ensure all relevant authorities/partners/beneficiaries are included in the planning and implementation of projects at district and provincial levels as appropriate
  • Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, medical and financial staff.
  • Pro actively contribute to programme development and strategy.
  • Seek opportunities for expanding Merlin operation and enlarge the mission funding base.

Logistics/Finance/Administration

  • Ensure appropriate administrative, financial and logistical Merlin systems/procedures are manitained and adhered to so that all support functions are carried out effectively and efficiently while managing district and provincial level training workshops
  • Assist Program Coordinator in ensuring Merlin complies with all legal and bureaucratic requirements at provincial and district levels.
  • Ensure regular communications are maintained.
  • Prepare Activity wise financial projections for each of the training target district/Agency.

Human Resource Management

  • To be responsible for safety and well-being of all team members
  • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur.
  • Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes.
  • Responsible for capacity development and training of all national personnel

Representation

  • Assist Program Manager(Malaria) and Project Coordinator in carrying out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties at district and Provincial levels
  • When relevant and with the Program Coordinator and the Technical Advisor approval/delegation, represent Merlin to donors, authorities, NGOs and other parties as necessary. Ensure all relevant parties are kept informed of Merlin activities as appropriate (e.g. donors, health authorities etc.)
  • Strictly follow Merlin, Global Fund guidelines regarding the contact with press and media.

Person Specification

Essential

  • Medical Doctor with preferably Masters in public health
  • Minimum 05 years work experience, preferably in NGO sector on managing training programs
  • Trained as ToT
  • Fluent spoken and written English and Pashtu
  • Experience in managing Malaria trainings, workshops and seminars that include strong community component.
  • Proven problem solving and organizational skills, flexibility and calm under pressure and difficult security conditions.
  • Experience in finances or related issues
  • Good understanding and previous Global Fund project experience
  • Good communicator including report writing skills
  • Good team worker; able to live and work closely with the team

Desirable

  • Experience of public sector liaison
  • Experience with GF projects related Training activities
  • Local languages skills.
  • Knowledge of Merlin’s guidelines and procedures.
