Job Purpose:

Responsible for all the construction work including Designing, Implementation, and Monitoring to ensure quality work, coordination with stakeholders, Design, and cost estimation of targeted schemes. Weekly Monthly and activity collection reports.

Main Responsibilities

Key Accountabilities:

  1. Plan and coordinate work activities with the District Coordinator, the technical lead, and consultants.
  2. Take timely action to prevent potential delays and/or cost overruns that can be avoided.
  3. Working and supporting to program manager in developing the Project Digest.
  4. Conduct the field visit of the consultant, donor, and stakeholder
  5. Report and recommend remedial actions regarding potential delays and/or cost overruns to Project Lead
  6. Provide supervision of project work progress and quality for on-time project delivery. 
  7. Monitor contractor presence on the project site, including Bill of Quantities (BoQ) as per the approved contract.
  8. Provide data and information about project work to the supervisors for reporting purposes.
  9. Provide monthly report to the Program Manager detailing all project matters including quality, health, and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations, and any other matter as agreed with the Program Manager 

Feasibility study/need assessment

10.   Complete needs assessment, organize preliminary studies and monitor/supervise consultants.

11.   Support the review of requests for new construction and rehabilitation works.

12.   Carry out assessments and prepare reports with recommendations for follow-up actions.

13.   Assist the technical Specialist in redacting the tender dossier, with a particular focus on the technical documents (drawings, BoQ, technical specification, and standards).

Design Management

14.   Prepare and outline design requirements (e.g., timeline) to procure design services, including concept, preliminary and final stages where applicable.

15.   Assist the Technical Coordinator to manage the design plan ensuring deliverables are available on time, and to the required quality.

16.   Prepare the BoQ for comment and approval by the Provincial Manager/Technical Coordinator and consultant.

17.   Assist the procurement team with technical assistance in the preparation of tender documentation and bid analysis where required. Construction supervision

18.   Supervise construction works and administer works execution as per the contractual provisions and the design specifications.

19.   Ensure quantity/quality control and time schedule consistency.

20.   Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.

21.   Support the overall management of works implementation to ensure construction works are completed on time, within budget and to quality standards.

22.   Provide regular supervision of the project work progress and quality for on time delivery. 

23.   Assist in the preparation of project/contract related documentation such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.

24.   Ensure Health Safety and Environment standards are adopted by the contractors.

25.   Oversee surveying works, engineering control of the works etc.

  1. Responsible for management of skilled (Sub Engineers, Water Quality Consultant,) documentation of performance feedback, grievance handling and other day to day affairs where applicable.

Assist local teams in preparation of basic technical information (cost estimates for both rehabilitation work & initiation of new schemes) related to WASH for development of new project proposals at field level
