Project Background:PEFSA is an Consortium of 6 INGOs (Oxfam GB, Save the Children, International Refugee Committee (IRC), ACF, Acted and Care). The Consortium was formed in 2010, to respond to the food insecurity resulting from the 2010 floods in Pakistan. The Consortium has, since then, implemented 4 projects in the last 4 years, focusing on nutrition and food security, funded by ECHO. The Consortium is currently preparing for a fifth round of ECHO funding, but also plans to expand donor base to other donors.

JOB PURPOSE:

This is a high profile role with demanding leadership, diplomatic and programmatic management requirements. The Chief of Party is a leader, an honest broker, facilitator, and a high-level program manager. The style of leadership is critical to the success of this role. The PQL manager must harness the programme strengths and experiences across the six agencies.

DIMENSIONS:
  • Provides leadership of specific major program unit including setting and leading the delivery of specified programme unit and/or team objectives.
  • Decision-making is strategic and operational with a high degree of judgment based on specific problem solving experience, drawing on a range of external and internal factors.
  • Lead in the designing and Coordination of PEFSA programme
  • Representation in coordination meetings and in setting up strong external relationships
  • Impact and influence is at different levels, ranging from local to provincial, national and with linkages to regional and global initiatives..
  • Plans and manages PEFSA Consortium Unit
  • Management tasks are complex and non-routine within a Consortium framework.
  • Ability to analyse and communicate complex information to a wide audience.
  • Play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination with allies.
  • To support fundraising efforts and produce clear and quality reports (financial and narrative) that demonstrates good accountability.
KEY AREAS OF ACCOUNTABILITY:
  • To coordinate the Monitoring, Evaluation, Accountability and Learning effort for PEFSA under the supervision of the Oxfam PQL Manager;
  • To d Design, conduct and assist in reviews, evaluations, baselines, Post Distribution Monitoring Reports and other research studies planned for PEFSA . PQL Manager will effectively generate learning and facilitate its use for decision-making at Project and learning.
  • To work closely with Oxfam PQL manager to develop M&E tools and data integration for improved decision making;
  • To work closely with MEAL manager to help the consortium partners analyze M&E data and generate reports to suggest improvement of program performance
  • To develop and design evidence based research studies on PEFSA to provide an avenue for learning and oversee their completion.
  • To develop and implement research tools as required to better capture program outcomes and gauge performance and lead in the preparation of monthly and quarterly Progress Reports. Reports should be consolidated and produced cumulative outputs and outcome of the interventions
  • To be the main focal point for accountability related concerns within the consortium and provide technical support to help strengthen agency setting two- way accountability systems and mechanism at the beneficiary level.
  • To manage and build on the knowledge management system for PEFSA to encapsulate learning from all the agencies and disseminate the same among them
  • To work with project team to effectively generate learning and facilitate its use for decision-making at project for the improved Project management and quality.
  • Provision of technical support and capacity building for other agencies as and when required
  • To lead the implementation and analysis of longitudinal surveys designed to monitor food security in targeted communities•
  • Represent Oxfam in Quality, Accountability and Learning forums to promote quality and learning among the stakeholders
  • To design and conduct capacity building events/activities and consultative meetings (such as improving capacities of field M&E units and partners e.g. trainings on data management & analysis, database development, case study and human interest story writing etc);
  • To conduct monitoring/learning visits with a focus on progress, quality, design and accountability and reflect the findings of the visit with Oxfam PQL Manager
  • To design and conducting learning events and facilitating knowledge management for alliance and consortium partners; also document and collate learning and best practices for replication in other field areas;
  • To foster a dialogue between field staff of various agencies and MEAL unit and facilitate timely feedback to implementing agencies;
  • Perform any other MEAL task as required and given by Oxfam PQL Manager

QUALIFICATIONS AND EXPERIENCE
  • Master’s Degree in social sciences related discipline
  • 3-5 years of monitoring evaluation, accountability and learning experience with at least 1-2 years coordinator or manager level experience preferably with INGOs
  • Expertise in databases, MS Office and other analysis software such as SPSS
  • Ability to work under pressure and adjust to difficult living and working condition
  • Good Interpersonal and Communication skills
  • Proficient in report writing and documentation.
  • Proven ability to inspire colleagues in a diversity of contexts and functions; strong inter-personal skills Demonstrable experience of working directly with communities and using participatory techniques for monitoring and evaluation.
  • Demonstrable ability to think creatively and practically to improve Monitoring, Evaluation, Accountability and Learning
  • Knowledge of local languages will be an added advantage
  • Influencing skills, negotiation and tact.
