Background:

The Pakistan Humanitarian Forum (PHF) is a forum of international humanitarian organisations in Pakistan.  Its purpose is to enhance the coordination, information exchange and collective voice of INGOs operating in Pakistan to enable them to address the humanitarian, recovery and sustainable development needs of the country effectively and efficiently.

PHF Safety is a key service provided by PHF to facilitate improved safety and security risk reduction strategies for humanitarian staff, partners and assets while assisting humanitarian access. 

Purpose:

The Analyst, PHF Safety is a technical position related to the collection, processing and dissemination of safety information, time to time assessments and analysis and operational support in order that NGOs are able to effectively address safety concerns throughout the country.                

Main Responsibilities:

Following describes the scope of the work expected from Safety Analyst, however, it is not an exhaustive list of responsibilities and not limited only to the roles and functions listed below.

Strategic Planning/Management

Support all PHF Safety members in developing quality products and services.

Policies & Compliance

Comply at all times with PHF Policies.  

Assist in ensuring compliance of all staff with the Safety and Security Plan, Procedures and SOPs by providing regular briefings to PHF Staff, assistance in security measures, practices, plans and procedures, incident management and emergency responses for PHF and its Members etc. 

Liaison, Representation and Coordination

Develop a sound understanding of the missions and activities of PHF, its members and of the wider humanitarian community through regular meetings and conversations so as to be able to appropriately represent on core issues.

Act as a Focal Point for all PHF members and provide assistance i.e. sharing of PHF Safety products, services and information etc).  

Assist as required in regularly liaison with stakeholders and interlocutors, such as United Nations (UN), independent Analytical bodies and Government of Pakistan in order to confirm information relevant to INGO members.

Information Sharing & Analysis

Responsible for maintaining an updated database of all safety and security incidences in Pakistan that can be used to analyse overall trends and changes in the operational environment. 

Ensure that NGO related incidences are recorded and complete information is sought. If follow-up is necessary ensure that accurate, detailed information is recorded on an ongoing basis until the conclusion of the event.

In coordination with the Manager PHF Safety develop and maintain a mapping tool for PHF Safety in order to provide better analysis of overall trends and changes in the operational environment.

As and when required, lead on research and development of detailed analytical reports on topics of interest to members. Analyse sudden trend changes within the operational environment and coordinate and liaise with external organisations to gather data and information. 

As and when required, prepare assessments and analysis for PHF briefings, meetings and time to time reports.

Responsible for accurately maintaining the contact databases maintained by PHF Safety - including both excel spreadsheets and SMS list/groups. Support further PHF databases as and when required.

With approval from Manager PHF Safety, lead on development and dissemination of safety alerts as needed.

Assist Manager PHF Safety and Senior Security Advisor on development of presentations, agendas, meeting invitations and participant lists for security/safety meetings as needed. Responsible for taking notes/minutes and keeping records of activities of PHF Safety Office.

Learn and competently handle all means of communications and communication platforms used by PHF (e.g. excel sheets, SMS mobile plus corporate sms system, website and social media etc.). Responsible for accurately maintaining and updating the PHF members contacts sheet and PHF Safety Web Pages and efficient handling of PHF Safety Official e-mail address.

Design, develop and regularly maintain members tracking sheets for PHF Safety led meetings and seminars. Ensure to produce the analysis, feedback of meetings and seminars on monthly basis and give suggestions to the PHF Safety Team for improvements in regard to member participation.

Coordination

Assist in developing and maintaining regional safety/security forums and as required conduct field visits - approximately 10% of time - to regional forums in order to support their function and meeting local law enforcement agencies, military and other actors to acquire information for the completion of analytical reports.

Training

Assist in developing and reviewing materials for PHF Safety led seminars/trainings and conferences. Produce training material and conduct training seminars/workshops/conferences as required.

Other

Provide operational and IT support to PHF and Safety Team as necessary and required and availability for assistance on 24/7 basis.

Person Specifications:

Education

Bachelors level qualification in politics, international relations, communications or information technology.  In lieu of a relevant bachelors qualification the person should have combined five, or more, years experience in public or private sector in safety and security management.

Experience

3-5 years experience in managing databases, including managing, collection, analysing and distribute information relevant to humanitarian, development, or Government policy and operations. Familiarity with INGO, Pakistan, Donors and UN safety and security management system highly desirable.

Skills Required

  1. Familiarity with NGOs and/or the UN.
  2. Excellent understanding of the Pakistan context;
  3. Excellent computer skills, preferably with IT qualifications (degree, diploma and certification). Competent in the use of Microsoft Office - especially Microsoft Word, Powerpoint and Excel - and SMS and mapping technologies.
  4. Strong coordination and presentation skills and well versed in convincing and clarification of view and points;
  5. Excellent professional approach and strong team building skills;
  6. Excellent initiator, able to manage multi tasks;
  7. Strong information technical, planning, analytical, interpersonal and communications skills.
  8. Trustworthy, sensitive, discreet and able to maintain confidentiality.
  9. Able to work under pressure and good at timely decision making.
  10. Excellent written and spoken English and Urdu. Another Pakistani language is desirable
