The USAID Pakistan Reading Project (PRP) is working with the Provincial/Area Education Departments to promote the adaptation and implementation of policies that promote quality teaching, especially regarding the teaching and assessment of reading and to promote the sustainability of the PRP initiatives through policy dialogues. In Islamabad Capital Territory (ICT), PRP has been assisting the Training Wing of Federal Directorate of Education (FDE) to strengthen its ability to more effectively deal with teachers’ in-service training needs by establishing a Continuous Professional Development (CPD) mechanism for teachers leading to improved professional qualifications, departmental promotion and career growth. In order to further strengthen the quality of teachers and teaching, local consultancy services are required who will work for PRP to develop a Strategic Plan for Continuous Professional Development of Teachers in ICT.

 Responsibilities:

The consultant will:

1. Conduct literature review on national and international models of Teacher Continuous Professional Development and assess how they can be tailored to fit into the framework of Teacher Inquiry Group (TIG) model of PRP.

2.Consult key stakeholders e.g. Training Wing of FDE, FCE, CA&DD, Finance Division and Establishment Division to assess various options to recognize and compensate teachers who participate in CPD programs including TIG teachers, TIG facilitators, mentors and head teachers; pre-service credit for in-service CPD;  provision of credit hours in pre-service course for completing the PRP in-service teacher training through TIG model; career ladder and CPD supportive system; professional recognition, etc.

3.Develop draft Teacher CPD Strategic Plan for CA&DD and FDE. The Strategic Plan should include: an environmental scan (strengths, weaknesses, opportunities, threats); key issues and choices in terms of time and importance; strategic goals and objectives; implementation plan describing steps what needs to be done, how, when and by whom; monitoring and evaluation plan; and identification of resources and budget details that are feasible, cost-effective and can be introduced directly into the system.

4.Present final version of the Strategic Plan to CA&DD and FDE to obtain the approval of Secretary CA&DD.

Deliverables:

 1.Submit literature review report on national/international models of Teacher Continuous Professional Development in relation to the framework of Teacher Inquiry Group (TIG) model of PRP.

2.Submit Strategic Plan for Teacher Continuous Professional Development including environmental scan, key issues and choices, strategic goals and objectives, implementation plan, monitoring and evaluation plan, human and material resources, and budget details.

3.Share approved minutes of consultative meetings held with FDE, FCE, CA&DD, Finance Division and Establishment Division.

4.Present final version of the Strategic Plan for Teacher Continuous Professional Development to CA&DD and FDE to obtain the approval of Secretary CA&DD.

Duration of assignment:

The duration of assignment is 60 working days. Following is the deliverable-wise bifurcation:

  • 10 working days to submit deliverable 1
  • 30 working days to submit deliverable 2
  • 10 working days to submit deliverable 3
  • 10 working days to submit deliverable 4

 Payment Schedule:

The consultancy fee will be paid as per the following schedule after successful completion of above mentioned deliverables in required quality duly verified by Director Policy:

1.15% Mobilization advance on signing of contract

2.25% Interim payment on submission of deliverable 1

3.20% Interim payment on submission of deliverable 2

4.20% Interim payment on submission of deliverable 3

5.20% Final payment on submission of deliverable 4

 Supervisor:

 For administrative matter, the consultant will report to Head of Office ICT and for technical matters, she/he will report to Technical Director Policy.

 Basic Requirements:

  • At least M.Ed./MA-EPM/MA-ELM from HEC recognized university/international university, Ph.D will be preferred.
  •  At least 20 years working experience in the public education system on teaching and management positions, retired government employees having relevant experience will be preferred.
  • At least 10 years direct working experience in education policy planning, advocacy and management
  • Demonstrated consulting experience for donor-driven projects especially USAID in education sector

Previous work experience with CA&DD/MoFE&PT, FDE and other departments/ institutions in ICT.
