Job Description:
Qatar Charity (QC) is a Doha based International non-government organization, established in the state of Qatar some 30 years back to sustain the needy communities in and out of Qatar. Qatar charity (QC) is working in Pakistan since 1992 having its country office in Islamabad and field offices in Muzaffarabad and Leepa (AJK), Swat and Kohistan (KPK), Rajanpur and Multan (South Punjab) and a network of partner organizations all over Pakistan.

In Pakistan, QC is mainly working in the following thematic areas; Disaster Management, Sustainable Livelihoods, Water and Sanitation, Education & Cultural Support, Social Protection and Health.

Main Purpose of Job

The Field Coordinator, based in Rajanpur would be required to implement, identify and take initiative of the relief, recover and development programme in district Rajanpur. (S)He is also expected to plan and co-ordinate all the early recovery program activities for QC in the remote and disaster prone areas where the people are most vulnerable. The post holder would also be responsible for the overall ERP implementation.

As part of the Programmes Unit and under the direct supervision of the Early Recovery Manager, the incumbent of the post will have the following responsibilities:

Programme Design and Development

- To lead on the strategic design and implementation of the programme in Rajanpur from Relief to Recovery and Development under the guidance of the Early Recovery Manager and in line with country aims, strategies and experience.

- Bring the technical and area leads together to develop ‘owned’, understood and integrated plans for programme delivery in Rajanpur.

- To lead on gender-sensitive and responsive programming in district Rajanpur. To boost the knowledge of staff and to re-align the programme to be focused more towards the most vulnerable groups.

- To monitor the ongoing humanitarian situation and ensure that activities are contextually relevant, conflict sensitive and respond to people’s changing needs in a long-term.

Programme Management

- To manage all aspects of QC’s ER programme in Rajanpur.

- To build a strong programme management team and staff team.

- To steer the programme to a longer-term vision of delivery whilst maintaining emergency response capacity.

- To be responsible for overall program administration and other support functions, including ensuring an effective logistics management.

- To be responsible for recruitment, performance management and staff development.

- To be responsible for all aspects of financial and contract management and for ensuring adherence to organizational policies and procedures.

- Drafting of good quality progress reports and submission to early recovery on monthly basis.

- To ensure that monthly financial reports are submitted that provide monthly analysis of expenditure.

- To be responsible for monitoring programme progress and quality and for ensuring adherence to organizational and internationally recognized standards of implementation.

- Liaison with other stakeholder, support field visits; represent QC at the District level and on programme queries relevant to the Rajanpur area.

Coordination

- To lead on the coordination with government, UN agencies and other NGOs in Rajanpur.

- Ensure QC has an active profile in coordination in Rajanpur.

Safety Management

- To take responsibility for safety management Rajanpur and ensure that guidelines are relevant to the context, communicated, adhered to and that they are regularly updated.

- To ensure that security information is gathered and disseminated appropriately.

- Ensure good safety management and awareness throughout the Rajanpur programme. To ensure that security information is gathered and disseminated appropriately.

Skills Required:
 
- At least five years experience of humanitarian response work in a range of environments including experience of field-level management of humanitarian response and recovery programmes; and all phases of the project/programme cycle;

- Experience in capacity assessment, identifying issues and planning capacity building processes with NGOs/ CBOs etc.

- Experience of working in a leadership position within a team structure; leadership skills;

- Proven skills in managing staff reporting to her/him;

- Excellent coordination and networking skills;

- Fluent written and spoken English; proposal and report writing skills, monitoring and evaluation skills and experience.

- Excellent communication and interpersonal skills;

- Ability to link with other players in the development arena and represent QC effectively.

- Proven knowledge of computerized systems;

- High degree of computer literacy and word processing and spreadsheet skills essential;

- Ability to work under pressure, priorities well and commitment to meet deadlines;

- Ability to travel extensively especially to remote areas
Commitment to the aims and objectives of QC.

Language skills

- Effective verbal and listening communications skills.
- Excellent Communication skills in English, Urdu, Siraiki and Punjabi
