The ideal candidate should have the ability to provide strategic direction and execute the strategies to achieve organisation’s objective. He/She should possess leadership abilities and have strong communication, negotiation and conflict resolution skills. The incumbent should have exposure of working and interacting with strategic federal/provincial Government institutions and multi-funding agencies involved in implementing new initiatives. He/She should be well conversant to advice on technology policy, standards, benchmarks etc for the revival and upgradation of various industrial sectors.

Technology Upgradation and Skill Development Company is a project of the Government of Pakistan that aims to upgrade technology and skills of key and strategic industrial clusters and connect Pakistan to the global value chain. The companies key activities include: Research: -Research on technologies in use in Pakistan with global benchmarking -Research latest technologies available for upgrading important industrial sectors -Technology Gap Analysis of industrial clusters and assess impact on GDP -Develop technology databases -Assist and support industrial clusters on technology acquisition -Identify shortcomings in installed technology and impact on derivative products spacer Upgrade Common Technology needs of an Industrial Cluster/Sector: -Common Facility Centers -Technology Upgadation Centers -CAD/CAM Centers -Skill Development Centers -Support Centers -Maintenance Centers -Incubation Centers -Testing & Accreditation facilities -Transform existing CFCs like PITAC, CR&DI etc spacer Develop Linkages Donors, Industry, University and GoP: -Identify global donors for specific and identified technologies -Establish International Linkages and coordinate with Technology Donors -Coordinate Technical Interventions between GoP and non-government organizations -Map any overlapping interventions by organizations like SMEDA, PIDC, NPO, TEVTA, Labour Dept, UNIDO, World Bank etc -Limit parallel activities and increase effectiveness through a 'Technology Upgradation Roadmap' -Establish linkages between universities and industry
