Job Purpose


The Campaign Manager will be responsible for overall development management and updating and review of the national campaign for behaviour change that aims to prompt masses as well as authorities, to enhance their knowledge, attitudes and practices related to safe drinking water, sanitation and hygiene that will contribute to save lives and improve the health and wellbeing of communities in Pakistan. The position is based in Islamabad for a period of 10 months, with likelihood of continuation. .

The Campaign Manager will be able to demonstrate an understanding of campaign issues and approaches. The Campaign Manager will be highly motivated self-starter with the initiative to take forward the main objectives of the campaign.

Key Working Relationships

The Campaign Manager would be coordinating with the Campaigns Advisory Committee, Core Group and media firms and ensuring that the Campaign is implemented according to the agreed standards and timelines. Coordinating with relevant staff of the Campaign partners including UNICEF, Plan Pakistan, key government departments at federal and provincial level and key sector stakeholders.

Internally the Campaign Manager will coordinate with Manager Urban Programme, Manager Rural Programme, Manager BCC, Manger Finance, Manger Quality Assurance & Fund Raising, Communication Coordinator and other relevant staff of WaterAid in Pakistan for smooth implementation of the Campaign.

Key Accountabilities

  • Responsible for smooth implementation of project activities within Project Contractual Agreement (PCA) framework including budget and work plan
  • Management of the Campaign budget as per PCA
  • Ensuing formation and regular functioning of the Campaign’s Advisory Committee and Core Group
  • Lead the consultation process at the federal and provincial level to give input to the campaign design and strategy
  • Ensure development of the Campaign design and strategy in close coordination with the Advisory Committee and Core Group
  • Provide quality input in finalization and selection of media firms and will be responsible to prepare the TORs for the hiring of the media firms in coordination with UNICEF and Plan Pakistan
  • Develop and implement a Media Plan of the Campaign
  • Brief external agencies including creative, digital and media planning agencies to deliver campaign activity against the Plan
  • Ensure the selected media firms develop all the products/messages as per campaign design and guidelines given by the Advisory Committee and Core Group
  • Responsible for the production and sourcing of all campaign materials
  • Keep update about the process of media products development, seek its inputs/ feedback and will share it with the media firms
  • Coordinate and engage consultants as and when required for the Campaign need to achieve outputs (such as opinion polls (baseline), formative research etc.)
  • Gather feedback of mass media campaign form core group/campaign advisory committee and incorporate in the campaign implementation strategy
  • Develop working relationships with officials at key government departments (federal and provincial level), campaign partner organizations and other key sector stakeholders
  • Influence and engage stakeholders from other social and private sectors to support and join the Campaign
  • Regularly report on campaign progess to donors, key sector stakeholders and Senior Management Team of WaterAid
  • Prepare substantive briefings and updates to inform staff, media and stakeholders on specific campaign issues, progress and outcomes
  • Lead, manage, motivate, and develop team members in order to maximise their contribution to the team, organisation, and their own professional development
  • Undertake any other responsibilities, tasks or activities as reasonably required as the above is given as a broad range of duties and is not intended to be a complete description of all tasks. It is important to note that the responsibilities may change to meet the evolving needs of the Campaign

Eligibilities and requirements

Education

  • Post-graduate degree in mass communication, social sciences, public policy, public health or WASH.

Experience
  • Between 10-12 years of experience of managing and leading communication campaigns on social issues

Other specifications

  • Proven experience of leading mass media campaign on social and behaviroal change issues with demonstrable results
  • Understanding of campaigning to achieve change
  • Understanding of the importance of the role of communications in campaigning
  • Ability to analyse environmental issues in terms of campaign opportunities and in terms of overall strategic objectives
  • Thorough knwoledege and management capacity of dealing with media firms both technical (conceiving ideas, production air time etc.) and financial (competitiveness, cost effectiveness, monitoring etc).
  • Ability to be innovative and imaginative in solving problems arising out of campaigns
  • Ability to understand the use of information in support of campaign objectives
  • Experience of working for a campaigning coalition or network
  • Strong interpersonal skills and ability to manage complex and sensitive organisational relationships
  • Ability to work constructively and co-operatively with other team members
  • Experience of employing effective negotiation and persuasion
  • Ability to make and maintain effective contacts and relationships
  • Ability to communicate effectively and appropriate with a wide range of people both verbally and in writing.
  • Good computer skills including Microsoft Office Packages: Word, Excel, PowerPoint, Internet Explorer and Outlook etc.
