Project Description:

The USAID Training for Pakistan project provides turn-key participant training and capacitydevelopment services that are uniquely specialized for USAID/Pakistan Mission teams and publicand private implementing partners. The primary purpose of this program is to provide participanttraining and capacity development services to USAID/Pakistan’s contractors, grantees, andpartners under Government to Government assistance programs, and at times to the Missiondirectly. This Mission-wide program will support all USAID sector teams interested in exchangesor training of host-country Pakistani nationals.

Position Summary:

The Program Officer shall be responsible for providing full assistance to the Assistant TrainingManager on overall training portfolio, including planning, designing, organizing, preparing andimplementation of all training interventions, including pre-departure orientations and briefings forall USAID/Pakistan participants. S/he must have thorough understanding of U.S. universitysystems as well as university systems in other countries. This position also works with experienced individuals and a variety of institutions across Pakistan,including faculty members at universities and colleges, senior trainers with governmental bodiesof education and NGO partners. Therefore the appointee requires excellent coordination and planning skills along with a detailorientedfocus and ability to coordinate with the training participants effectively.

Key responsibilities (includes but not limited to):

  • Prepare a detailed work plan to complete the Training Program Tasks in an efficient and timely manner.
  • Ensure timely implementation of all the activities related to short term training program, organize and facilitate project meetings/consultations and continuous follow-up with selected participants and maintain strong liaison with Program team.
  • Maintain individual data file for Training Program Participants.
  • Enter participant’s information into TraiNet and ensure the timely submission of exchange program data in TraiNet and VCS system.
  • Prepare complete following documents required for the students/teachers exchange Program.
  • Assuring compliance with all ADS 253 regulations regarding In-country Trainings
  • Assisting in the development of In-country Training Requests
  • Identifying potentials to carry out Trainings throughout Pakistan
  • Handling coordination with candidates and TPs regarding logistics
  • Apply online visa application for the participants and submission of the documents to the Visa Counselor of the US Embassy and other embassies as required.
  • Facilitate in arranging visa interviews for the participants
  • Facilitate in arranging Pre-departure trainings/orientations for the participants.
  • Prepare documents packs for the participants to carry during their travel to US or third countries.
  • Collecting and organizing the Training materials from the events
  • Supervising the distribution and collection of survey material at PDOs and Debriefs
  • Proper filling of all the relevant documents for the exchange program (soft and hard copies)
  • Any other task assigned by the supervisor.

Reporting:

This position is based at the Training for Pakistan Project office Islamabad. The Program Officerreports to the Assistant Training Manager.

Qualifications:

  • A post graduate degree holder in social sciences, Public Administration with strong IT (computer science) background;
  • Five years of practical experience in working with USAID funded training programs, preferably in a program management capacity;
  • Experience working with TraiNet;
  • Strong technical & practical knowledge of MS Office, interpersonal & coordination skills;
  • Exposure to the web based development environments would be an asset;
  • Good written & oral communications, team work and prior knowledge of USAID reporting processes;
  • Demonstrated personal commitment to peace, tolerance and development; and
  • Team player, able to work respectfully and cooperatively with colleagues or different national and cultural backgrounds;
