The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a significant initiative jointly funded by the Islamic Development Bank (IsDB) and the Government of Pakistan (GoP), with a total budget of US$134.2 million. This four-year project is implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) and targets 25 of the poorest and flood-affected districts in Pakistan. PGEP aligns with the Government’s development priorities under Uraan Pakistan and supports the IsDB Food Response Programme and the Sustainable Development Goals (SDGs). Its primary focus is on reducing extreme poverty and economic vulnerability, promoting sustainable livelihoods and employment, and enhancing the resilience of vulnerable households against climate-induced shocks.
Key Responsibilities
- Support the day-to-day human resources, administrative, logistics, and office management functions of the Project Management Unit (PMU) in accordance with PGEP, GoP, and IsDB guidelines.
- Assist in the implementation and enforcement of HR policies, procedures, and the HR & Administration Manual, ensuring full compliance with all applicable requirements.
- Facilitate staff performance management processes, including maintaining performance documentation, conducting probation reviews, managing contract extensions, and handling other personnel-related matters.
- Support recruitment activities, onboarding processes, attendance tracking, leave management, payroll coordination, maintenance of personnel records, insurance administration, and staff clearance procedures.
- Maintain accurate and confidential records related to HR, administration, assets, inventory, and office operations.
- Coordinate official travel arrangements, including transportation, accommodation, meetings, workshops, trainings, and field visits, ensuring smooth logistical support for the Programme.
- Assist in organizing PMU meetings, workshops, trainings, donor missions, and official events, managing all related logistical arrangements efficiently.
- Perform any other duties as assigned by the supervisor to support the effective functioning of the PMU.
Required Qualifications
- A Master’s degree or 16 years of education in Management Sciences or a related discipline from a Higher Education Commission (HEC) recognized university.
- A minimum of 5 years of professional experience in logistics, human resource management, and office management.
- At least 3 years of experience working in livelihood programs is highly desirable.
- Proven experience working with international organizations and government departments.
Preferred Qualifications and Additional Information
- Certification in Human Resource Management and Procurement Management will be considered an advantage.
