Introduction

Brien Holden Foundation in partnership with Doaba Foundation is planning to set up optical services for low-income communities in seven districts of Pakistan. The project is funded by CBM Christoffel-Blindenmission Christian Blind Mission e.V and aims to establish sustainable optical services to provide a variety of subsidised and good-quality spectacles to the local communities.

The objective of the Situation Analysis

  1. The situation analysis involves gathering and critically analysing information about the relevant situation in which the project will operate.
  2. The analysis of the information will enable the project partners and funder to understand the likelihood of project effectiveness or success.
  3. The situational analysis will also provide the baseline data to enrich the monitoring and evaluation framework of the project.
  4. Based on the recommendations the project will be planned and designed.

Scope

The situational analysis will mainly focus on the profiling of optical services. This includes analysis of the practices around spectacle dispensing, quality of the spectacles, costs of different spectacles, acceptability of the project and identifying strategic locations for the proposed optical shops. The situational analysis team will meet stakeholders including the health departments and eye health professionals and visit sample optical shops to collect and analyse the required information.

The consultant is expected to develop or borrow the standardised criteria to assess the quality of optical services and identify the suitable locations to set up the optical shops during the situational analysis. These criteria and guidelines will facilitate the project partners to implement the project.

Geographically the situational analysis will be completed in the following districts,

Punjab - Chakwal, Layyah and Rahim Yar Khan

Sindh – Mitiari, Khairpur, Larkana, Shaheed Benazirabad

Expected Results

Situational analysis expects the following three results to achieve,

-          The situation of optical services in seven districts is analysed. This includes the analysis of the processes of spectacle dispensing, quality of spectacles including spectacle frames, lenses and accessories, cost of spectacles, acceptability of the project and identification of strategic locations, 

  1. Project risk matrix,
  2. The suitable locations for the optical shops are identified.

Expected Deliverables

The consultant will be expected to deliver the following;

1.      Data collection tools along with the guidelines for the enumerators;

2.      A draft report in English with the results of the situational analysis. The draft report will be reviewed, and recommendations will be given for further improvement;

3.      A final report with all documents/reports received from stakeholders during the situational analysis is attached as annexures;

4.      Samples of spectacles, sunglasses etc collected during the mystery shopping;

5.      A PowerPoint Presentation (20 slides) on the main findings and recommendations will be presented to the project partners and donor;

Report Format

The report should follow the following format;

1.      Executive Summary -2 pages;

2.      Introduction, the objective of the study and methodology – 1 page;

3.      Suggestions for integrated project implementation approach with clear phases – 2 pages

4.      Recommendations on implementing disability inclusive practices in the project – ½ page

5.      Project risk matrix including the mitigation strategies  

6.      Districts profiles of available eye care services   - 2-3 pages for each district;

7.      How does the project align with people centred eye care plan and National health policy 1 Page

8.      The main report detailing information (findings/recommendations) on each result area in separate chapters; it is expected that in addition to the narrative in the report, the Consultant will utilise data/information analysis - and presentation tools such as tables and graphs;

9.      References (Bibliography);

10.  Appendices for important, additional information, incl. Terms of Reference, list of people met/interviewed, guiding questions for interviews;

 Required Profile of the Consultant(s)

  1. Strong background in eye health and development
  2. Academic qualification at master’ Level in eye health, public health, social sciences, or related field and 5 years’ experience in relevant work with government and NGOs;
  3. Excellent writing and analytical skills; intuitive, thorough, creative, innovative, articulate and objective;
  4. Excellent interviewing and reporting skills; 
  5. Excellent command of English, both written and oral, able to speak or understand the local languages of the project districts
  6. Excellent ability to develop data/information analysis - and presentation tools, such as tables;
  7. Ability to strictly adhere to timelines; 
  8. Experience in the field of disability and diversity management and familiarity with the Convention on the Rights of Persons with Disabilities (CRPD) will be an advantage;
  9. A person with disability in the team would be an added value.

Administrative and logistical support: 

Brien Holden Foundation will not pay for the consultant’s travel, hotel accommodation, meals and any incidental costs associated with the assessment. All in-country logistical arrangements will be made by the consultant her/himself.

Timeline for submission of proposals is 02 September, 2022.

Kindly note that failure in submission of both hard and soft copies will be resulted in exclusion form the selection process.

The attached document should include:

  1. Technical proposal including proposed methodology, sampling strategy and assessment tools.
  2. Financial proposal (detailed budget including taxes according to the rules and regulations of the consultants’ local tax authorities).
  3. CVS and profiles of the team member and their respective roles.
  4. One recent example of same/ relevant assignment conducted.
  5. An outline of the understanding of these TORs and suggested methodology.
  6. Work plan and timeline for the entire assignment.

11.  Proposed payment schedule:

Brien Holden Foundation proposes to pay 25% of the proposed assignment cost upon presentation of a detailed work plan, the next 50% will be paid upon submission of the first draft of the report and the final 25% will be paid as the final settlement of the contractual obligation.
