Purpose of the position

The incumbent supports the Programme Management Office (PMO) in the financial monitoring of awards and workplans, providing accurate, timely, and analytical information that enables management to accelerate implementation, protect funds at risk of expiry, and meet donor and corporate reporting requirements.

Duties and responsibilities
  1. Monitors and tracks encumbrances and expenditures across all awards, prepares weekly analysis reports, and highlights risks, bottlenecks, and proposed corrective actions for management attention.
  2. Reviews the financial implementation of all country workplans by category and reports weekly to the PMO on implementation rates, unbudgeted funds, and outstanding balances, with recommendations to improve delivery.
  3. Reviews GSM award distributions, confirms that all funds received by the country office are correctly reflected and linked to the respective workplans, and follows up on discrepancies with concerned units and with EMRO counterparts as required.
  4. Monitors award expiry dates, maintains a forward looking pipeline of closing awards, alerts the PMO in good time, and organizes review meetings with concerned technical colleagues and units.
  5. Follows up closely with requestors and technical officers for the timely liquidation and closure of purchase orders, and escalates aging or high risk transactions to the supervisor.
  6. Prepares the necessary documentation to address mismatches in GSM and coordinates their resolution with Finance, Operations, and technical units.
  7. Tracks the allocation and utilization of flexible funds by output, programme, and responsible officer, and provides analysis to inform reallocation and prioritization decisions.
  8. Extracts a wide range of financial reports from GSM, consolidates them into dashboards, tables, and slides, and formulates options and summaries for PMO decisions and presentations.
  9. Supports the preparation of financial inputs for donor reports, budget revisions, and planning exercises, ensuring consistency between financial records and technical reporting.
  10. Provides guidance and orientation to technical and administrative colleagues on award management, workplan financial procedures, and GSM requirements, and supports the standardization of financial monitoring tools across the office.
  11. Maintains complete and audit ready documentation and filing for all award and workplan financial transactions handled by the unit.
  12. Performs any other relevant tasks assigned by the supervisor.

Skills and knowledge
  • Sound working knowledge of the WHO Global Management System (GSM), or an equivalent enterprise resource planning system, particularly award, workplan, and procurement modules.
  • Ability to analyze financial data, identify trends and anomalies, and present findings clearly for management decision making.
  • Advanced use of MS Excel, including pivot tables, lookup functions, and charting, together with good command of MS Word and MS PowerPoint.
  • Good drafting skills, with the ability to prepare concise analytical notes and reporting summaries.
  • Strong filing and organizational skills, with a high level of accuracy and attention to detail.
  • Ability to work under pressure, manage competing deadlines, and maintain effective working relationships across technical and administrative teams.
Qualifications required

Education. Essential: completion of secondary education, supplemented by formal training in accounting, finance, business administration, or a related field.

Desirable: a university degree in accounting, finance, business administration, or a related discipline.

Experience. Essential: at least five years of progressively responsible experience in budget, finance, or programme support functions.

Desirable: experience with the United Nations or another international organization, including exposure to award and workplan management systems.

Languages. Good knowledge of English (read, write, speak) and of the local language, Urdu.
