PHA Foundation (PHAF), a State-Owned Enterprise under the Government of Pakistan, is committed to advancing affordable housing schemes and urban development projects across the country. Established under Section 42 of the Companies Act, 2017, PHAF is seeking a visionary and results-driven Chief Executive Officer (CEO) to lead the organization. The CEO will be responsible for managing diverse teams, driving organizational transformation through emerging technologies, and overseeing large-scale project execution. This role demands strong leadership, effective communication, and strict adherence to governance and regulatory frameworks within a complex corporate environment.
Key Responsibilities
Provide strategic leadership to PHAF by guiding multidisciplinary teams to achieve organizational objectives. Lead the identification and integration of emerging technologies to enhance business processes and sustain competitive advantage. Oversee the planning, execution, and delivery of major urban development and housing projects, ensuring they meet quality standards and deadlines. Foster a collaborative work culture through strong interpersonal and communication skills, building effective relationships with internal teams and external stakeholders. Ensure full compliance with government laws, regulations, and policies related to project management, public procurement, and financial oversight. Conduct annual performance reviews based on Board-approved Key Performance Indicators (KPIs). Uphold the Fit and Proper Criteria as outlined in the State-Owned Enterprises (Governance and Operations) Act, 2023, and related governance guidelines.
Required Qualifications
A Master’s degree or equivalent (16 years of education) in Urban Planning, Architecture, Development Studies, Business Administration, Public Administration, Finance, Engineering, or a related discipline from an HEC-recognized university or degree-awarding institution. Foreign qualifications will be given additional consideration. A minimum of fifteen (15) years of relevant professional experience is required, including senior management roles with expertise in project management, construction, infrastructure development, or similar sectors. Demonstrated experience leading public sector organizations as CEO or Managing Director is highly preferred. Comprehensive knowledge of government regulations concerning project management, public procurement, and financial management is essential. Candidates must not exceed 50 years of age at the application deadline.
Preferred Qualifications and Benefits
Preference will be given to candidates with prior leadership experience in public sector entities. The CEO position is based in Islamabad and offers a competitive remuneration package, as determined by the Board of Directors. The initial contract term is three years, with the possibility of extension for up to two additional years subject to performance and Board approval. Applicants are required to submit a detailed CV, valid CNIC, verified academic credentials, HEC equivalence certificates for foreign degrees, professional registrations (if applicable), recent photographs, NOCs for government employees, and experience certificates specifying designation, duration, and nature of employment.
