Pakistan’s Ministry of Information Technology and Telecommunication is seeking a visionary Digital Expert FDI (SPPS-II) to spearhead efforts in establishing Pakistan as a leading global destination for digital foreign direct investment. This senior-level position offers a unique opportunity to shape the country’s technological and economic trajectory by providing strategic leadership in a fast-evolving digital economy. The role involves close collaboration with government agencies, international organizations, and industry stakeholders to drive investment, influence policy, and enhance regulatory frameworks within the IT and telecom sectors.
Key Responsibilities
- Develop export-led investment proposals, project documentation, and investment pitchbooks specifically for the telecom sector. Evaluate investment proposals and identify opportunities that align with national priorities, sustainability goals, and international best practices. Establish guidelines and standard operating procedures to support these efforts.
- Participate in the formulation and review of taxation and budget proposals impacting the digital economy and telecom sector, ensuring they are consistent with fiscal policy objectives through coordination with relevant stakeholders.
- Facilitate interministerial coordination to harmonize policy positions, resolve cross-sectoral challenges, and promote unified government action.
- Represent the Ministry in engagements with international and regional platforms such as CPEC, ECO, DCO, CAREC, World Bank, ADB, SCO, and CTO on matters related to digital economy investment and cooperation.
- Assist in negotiating, drafting, and processing bilateral Memoranda of Understanding (MoUs) and agreements with foreign governments and organizations concerning digital economy and IT/telecom collaboration.
- Manage coordination with the Senate and National Assembly by preparing responses to parliamentary questions, briefing materials for committee proceedings, and legislative documentation.
- Contribute to the preparation of the Ministry’s annual and quarterly reports to highlight achievements and progress.
- Support the planning and execution of national initiatives and events, ensuring effective Ministry representation.
- Coordinate with the Minister’s Office by preparing talking points and briefing notes.
- Monitor and coordinate flagship Ministry initiatives and projects, including those funded under the Public Sector Development Program (PSDP).
- Develop and coordinate policy on emerging technologies such as OTT services, IoT, smartphones, fintech/digital financial services, and smart city initiatives, ensuring regulatory frameworks evolve in line with technological advancements.
- Perform additional duties as assigned.
Required Qualifications
- Master’s degree from a reputable HEC-recognized or internationally accredited university in Electrical/Computer Sciences, Electronics, Telecommunication, Information Technology, or Business Management.
- At least 8 years of relevant experience in the IT and telecom sectors, including exposure to international engagements and government or regulatory affairs.
- Proven expertise in digital economy and emerging technology areas such as fiberization, spectrum management, IoT, OTT services, smart cities, and digital infrastructure.
- Strong skills in cross-sectoral coordination and communication, with the ability to engage effectively with ministries, regulatory bodies, international institutions, and the Minister’s Office.
- Demonstrated ability to manage multiple concurrent workstreams, including investment pitchbooks, policy inputs, parliamentary briefs, ministerial correspondence, and event support within tight government deadlines.
Preferred Qualifications and Benefits
- Experience in public policy, regulatory frameworks, investment promotion, or telecom sector specialization in either the public or private sector is highly desirable.
- The appointment will be on a contract basis for an initial period of two years, extendable for an additional two years based on performance, under the Special Professional Pay Scales (SPPS-II) policy of the Federal Government.
- Compensation will align with the SPPS-II scale as per the Federal Government’s 2024 policy.
- The incumbent will accrue leave at the rate of three days per month on full pay, to be utilized during the contract period according to government policy.
- Contract termination requires one month’s notice from either party or payment of one month’s basic pay in lieu, following SPPS policy.
