The Finance Manager/DDO (PPS-9) position calls for a highly experienced finance professional with a strong foundation in accounting and financial management. The successful candidate will oversee financial operations, including bill processing, managing payables and receivables, and executing complex financial transactions. This role requires expertise in fund reconciliation, cash flow planning, financial forecasting, and detailed financial analysis. A thorough understanding of tax regulations, particularly sales tax, is essential. The candidate must be able to work accurately and efficiently under pressure while ensuring compliance with all financial policies and procedures.

Key Responsibilities
- Process payments for approval by the Project Director (PD), ensuring careful review of invoices, contracts, and related project documentation before payment.
- Support and report to the Project Manager (PM) and Project Director in carrying out routine financial tasks related to the project.
- Maintain regular communication with the Ministry of IT and other government departments to ensure timely fund disbursement.
- Reconcile accounts with the Accountant General Pakistan Revenues (AGPR) and banks, ensuring accurate bookkeeping and account management.
- Utilize automated accounting software to enhance financial process efficiency; experience with such tools is highly advantageous.
- Coordinate with AGPR and the Ministry of IT for the clearance of funds and bills.
- Collaborate closely with the PM and PD to foster a cohesive and productive team environment.

Required Qualifications
- MBA in Finance, ICMA, ACCA, or an equivalent qualification from an HEC-recognized university or institute.
- At least 8 years of relevant post-qualification experience in finance or accounts, including roles such as Finance or Accounts Officer.
- Demonstrated expertise in bill processing, managing payables and receivables, complex financial transactions, fund reconciliation, and cash flow planning.
- Strong knowledge of tax laws, including sales tax regulations.
- Excellent communication skills in both written and spoken English.
- Strong analytical and presentation abilities.
- Proven ability to work effectively under pressure and resolve financial issues efficiently.
- Leadership skills and the ability to work collaboratively within a team.
- Strong interpersonal skills to engage with stakeholders at all organizational levels.
- Proficiency in office productivity tools such as MS Excel, internet, and email applications.

Preferred Qualifications and Benefits
- International certification in finance or accounting is preferred and considered an asset.
- Experience with automated accounting software is highly desirable.
- The maximum age limit for this position is 45 years.
