The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a significant initiative jointly funded by the Islamic Development Bank (IsDB) and the Government of Pakistan. With a budget of US$134.2 million, this four-year project is implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) across 25 of the most impoverished and flood-affected districts in Pakistan. The project aligns with national development priorities under Uraan Pakistan, the IsDB Food Response Programme, and the Sustainable Development Goals (SDGs). Its primary aim is to reduce extreme poverty and economic vulnerability by promoting sustainable livelihoods, employment opportunities, and enhancing the resilience of vulnerable households against climate-related shocks.
Key Responsibilities
- Provide technical support to Partner Organizations (POs) to ensure effective implementation, monitoring, and reporting of livelihood interventions.
- Monitor the delivery of livelihood grants, asset transfers, skills development, and associated program activities, ensuring alignment with approved targets and indicators.
- Review, validate, and verify progress reports and data submitted by POs to support accurate program reporting and grant/payment processing.
- Ensure timely and accurate entry of Management Information System (MIS) data for assigned POs, maintaining data quality, completeness, validation, and regular updates of all required program information.
- Conduct regular field visits and output monitoring to assess the quality of implementation, beneficiary coverage, and achievement of intended results.
- Support the development and implementation of monitoring tools, indicators, benchmarks, and reporting mechanisms specific to livelihood interventions.
- Strengthen systems for the timely and reliable collection, analysis, verification, and reporting of program data.
- Provide capacity building and technical guidance to POs on monitoring, reporting, data quality, and results-based management.
- Contribute to periodic program progress reports, reviews, evaluations, and assessments related to livelihood activities.
- Coordinate closely with the Senior Manager of Monitoring, Evaluation, and Reporting (MER) to ensure timely and quality fulfillment of internal and external monitoring and reporting requirements.
- Ensure effective coordination between livelihood interventions and the overall PGEP graduation approach, including skills development, employment, and income-generation activities.
- Perform any other duties as assigned by the Project Director.
Required Qualifications
- Master’s degree or equivalent 16 years of education in Statistics, Business Administration, Social Sciences, Agriculture, Livestock, or a related field from a recognized institution.
- Minimum of 7 years of relevant field-level experience, including at least 4 years in monitoring livelihood asset transfer programs.
- Proven ability to implement and coordinate Monitoring & Evaluation (M&E) systems within development organizations.
- Experience in collecting and analyzing both qualitative and quantitative data.
- Strong knowledge of logical framework design.
- Good understanding of skill development and employment dynamics in rural contexts.
- Excellent report writing and communication skills.
