Help In Need - Pakistan is seeking an experienced Manager Accounts & Finance to lead and oversee all financial operations within the organization. The ideal candidate will have a strong background in financial reporting, budgeting, forecasting, and regulatory compliance. This leadership position requires a minimum of 10 years of experience, including at least 5 years in a senior finance role, preferably with NGOs or donor-funded projects. The Manager will manage a team of 10 finance professionals, guiding them in maintaining accurate financial records, preparing reports, and ensuring adherence to donor requirements and Pakistani regulatory standards. The role demands strategic financial leadership to support organizational and program priorities by developing sound budgeting and financial planning processes. This manager will also be responsible for managing donor funds and budgets, monitoring cash flows, ensuring compliance with all applicable laws and policies, and collaborating with multiple departments to promote sustainable growth and cost efficiency. Strong communication and analytical skills are essential to advise management on financial sustainability and resource allocation effectively.
Responsibilities
- Lead the development and implementation of budgeting, forecasting, and financial planning aligned with the organization's goals and program needs.
- Advise management on financial sustainability, resource allocation, and cost optimization strategies.
- Oversee the accounting, treasury, and financial reporting functions to ensure accurate and timely financial data.
- Maintain precise records of all transactions, including grant management, agency costs, and currency exchange differences.
- Prepare monthly, quarterly, and annual financial reports, providing insightful Budget vs. Actual analyses to support decision-making.
- Ensure project and administrative budgets are accurately recorded and comply with donor agreements.
- Support program teams in drafting compliant and realistic project budgets.
- Monitor donor funds and project budgets to guarantee proper tracking and reconciliation with donor agreements.
- Follow up on donor receivables to ensure timely collection and maintain healthy cash flow.
- Supervise the management of staff and project advances, ensuring prompt adjustment and reconciliation.
- Manage banking relationships, oversee foreign exchange transactions, and ensure timely bank reconciliations.
- Enforce compliance with donor rules, government regulations (FBR, SECP, EAD, PCP), and organizational financial policies.
- Collaborate closely with Programs, Operations, MEAL, Legal, and Regulatory Affairs teams to align financial processes with organizational needs.
- Lead the annual financial closing process and coordinate internal and external audits, ensuring timely resolution of any findings.
- Supervise and mentor the finance team, building their capacity in donor compliance, financial reporting, and systems.
- Support donor reporting, financial aspects of proposals, and agreements to enhance financial transparency and compliance.
- Drive initiatives to optimize costs and strengthen financial sustainability across the organization.
