In this role, the consultant works collaboratively to analyze, strengthen, and implement MEAL strategies that are practical, adaptable, and responsive to challenges that emerge in complex environments. The position does not require team management but demands strong coordination and capacity-building skills to drive continuous learning and knowledge management. A critical focus lies in improving surveillance, decreasing the number of missed children in campaigns, and embedding accountability mechanisms across all operational domains. The advisers expertise will directly impact program effectiveness by fostering the use of data to inform improvements, enhance surveillance systems, and support evidence-based learning and adaptation.
Responsibilities
- Provide strategic and technical leadership to the NEOC on Monitoring, Evaluation, Accountability, and Learning functions.
- Strengthen and implement MEAL frameworks to ensure systematic collection, analysis, and use of program data.
- Translate data into actionable insights that improve program quality, operational efficiency, and accountability.
- Support task teams in designing and adapting MEAL approaches suitable for Pakistans diverse and complex operational environments.
- Drive capacity building efforts for stakeholders in MEAL methodologies to foster sustainability and local ownership.
- Develop and promote accountability mechanisms to ensure transparency and responsiveness across all program areas.
- Lead the analysis of program data to reduce missed children during campaigns and improve surveillance accuracy.
- Facilitate knowledge management practices and continuous learning processes that promote program adaptation and improvement.
- Coordinate cross-functional collaboration to enhance MEAL system integration and strengthen implementation.
- Monitor MEAL system performance and recommend improvements to maximize impact and operational responsiveness.
- Ensure compliance with organizational and donor MEAL standards and best practices.
- Provide timely technical advice and support to field teams to address MEAL-related challenges in security-constrained areas.
