We are implementing the Local Government Representatives (LGRs) capacity-building program in KP, Balochistan, and Sindh. The program aims to create a comprehensive capacity-building program for elected government officials covering various aspects such as local government structure, budgeting, legislative processes, ethical leadership, and strategies for effective citizen outreach, with a specific focus on climate governance and disaster response.

We are looking to engage a consultant/company to design a capacity-building modular training program for local government representatives in consultation with the provincial local government department/academy/school etc.  

ToRs of Consultant:  

  • Develop methodology and data collection tools for Training Need Assessment (TNA).
  • Conduct TNA exercises in KP, Sindh, and Balochistan and prepare a detailed TNA report.
  • Develop LGR modular training program design and methodology – modular training durations, modules, proposed topics, and learning outcomes.
  • Develop modular training materials including agendas, PowerPoint presentations in English and Urdu, relevant handouts, trainer manual & lesson plans, participants handbook, and pre-post-tests.
  • Design agenda and related materials for Training of Master Trainers (TOMT)

Note:

1.      Each training session should incorporate interactive methodologies, group work, and exercises to ensure effective learning and engagement.

2.      Inclusion is one of the guiding principles of our work. So, the consultant shall ensure that all the designed training methodologies are inclusive such as accessible for persons with disabilities, transgenders, minorities, and women by adopting the organization’ Do No Harm policy.
