IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. With the support of the federal and provincial governments, and generous donors like FCDO, ECHO, USAID, GAC and Australian Aid Agencies the IRC is currently implementing projects across the country.

Job Overview/Summary: With the supervision and guidance of the Finance Manager - Projects, the Finance Officer will be responsible for ensuring that IRC Pakistan meet the compliance requirements of donors as well as IRC policies and procedures. This position involves travel in the field offices of IRC.

Major Responsibilities:

 Compliance:

• Assist Program Manager to review Purchase requests and coordinate with Program staff for cash projections required for proactively performing fund management.
• Processing Bank transactions/journal vouchers, implementing internal control procedures. Ensure that the Bank book is updated on a daily basis.
• Review and check all bank/cash payments are in compliance with donor and IRC requirements.
• Prepare the field office bank and cash reconciliations/cash count sheets on regular intervals and ensure the strict compliance of IRC policies and procedures.
• Generate Quarterly/ Monthly reports and invoices on the format specified by donor.
• Ensure that invoice is supported with all supporting documents for donor’s verifications.
• Support donor’s auditors in verification of quarterly/Monthly invoices for approval and address any issue raised by the donor’s auditor.
• Support in budget re-alignment when needed, and in updating monthly spending plans.
• Processing and finalizing the monthly/fortnightly transactions spreadsheets for onward posting to SUN accounting system. Ensure that all information in the spreadsheet is accurate and complete.
• Keep track of mobilization advance, other advances and payables on monthly basis.
• Prepare monthly cash flow forecast for the office and coordinate with country office finance team to arrange funds etc.
• Any other task assigned by the supervisor.

Others

• Undertake other tasks as requested by the line manager.
• Report to the CO about any irregularities that occur within the IRC office on policy and procedures matters.

 Job Requirements:

 1. Education:

•  Bachelor’s degree in accounting, Business Administration, Finance, Commerce or MBA, M.Com. ICMA (part qualified)/CA ((part qualified)/ACCA ((part qualified).

1. Work Experience:

•  Minimum 05 years of relevant experience with NGOs, INGOs, especially with local govt.

1. Demonstrated Skills and Competencies:

•  Ability to handle several tasks.
• Effective interpersonal skills.
• Can travel to project sites.
• Ability to work under stress and pressure.

Language Skills:

• Must be fluent in Urdu & English languages.
