Job Summary
We are seeking a dedicated and experienced HR Officer for a full-time position based in Islamabad, Pakistan. This role offers a monthly salary of PKR 60,000 and is ideal for a professional with a minimum of three years’ experience in human resource management. Candidates should be no older than 45 years. The HR Officer will be responsible for managing a wide range of HR functions, including recruitment, contract administration, staff development, performance management, orientation, grievance handling, and benefits administration. The position requires ensuring all activities align with organizational policies while fostering a positive and motivating work environment.
Key Responsibilities
The HR Officer will lead and streamline the recruitment process to attract and place qualified candidates efficiently. This includes planning recruitment advertisements and developing strategies for effective use of online job portals. Close collaboration with the Head of HR and departmental managers is essential to ensure timely recruitment in line with DIL policies and procedures.
Managing all stages of recruitment is a core responsibility. This involves preparing vacancy announcements, conducting initial CV screenings, coordinating tests and interviews, communicating results to candidates, issuing job offer letters, completing HR documentation for new hires, and overseeing orientation and onboarding processes.
Maintaining an organized and active database of applicants and test records is critical, as the HR Officer will act as custodian for these resources. The role also requires preparing all personnel and administrative correspondence, including job offers, regret letters, employment contracts, promotions, transfers, retirements, resignations, and final settlements.
Supporting HR leadership and senior management in creating a motivating work environment that encourages continuous performance improvement is a key aspect of the role. The HR Officer must ensure all HR documentation complies with the DIL HR Manual, maintain up-to-date personnel files, insurance records, and leave registers, and conduct audit compliance and review visits to field offices.
The preparation of salary sheets for both temporary and permanent staff and coordination with Finance for monthly payroll processing are also required. Additionally, the HR Officer will liaise with legal advisors on critical matters and vet important HR documents to ensure compliance and mitigate risks.
Other duties may be assigned by the supervisor to maintain effective, transparent, and professional management of DIL Pakistan offices.
Required Qualifications
Candidates must hold a Bachelor’s or Master’s degree in Business Administration with a major in Human Resource Management, Social Sciences, or a related discipline. A minimum of three years’ relevant experience in human resource functions is essential.
Strong oral and written communication skills in English are required. The candidate should demonstrate excellent organizational, planning, and time management abilities, with the capacity to prioritize tasks and multitask effectively.
A customer service orientation and the ability to interact professionally with staff at all levels are also necessary.
Preferred Qualifications and Benefits
A diploma or certification in Human Resource Management is desirable but not mandatory.
