Job Summary
DIL is seeking a dedicated Monitoring, Evaluation, Accountability, and Learning (MEAL) professional for a full-time role based in Rawalpindi/Islamabad, Pakistan. The position offers a monthly salary of PKR 60,000 and requires a candidate with a minimum of four years’ relevant experience, not exceeding 45 years of age. The successful applicant will be instrumental in enhancing the quality of DIL’s programs by establishing and maintaining an effective monitoring system and improving organizational data archival processes. This role also involves providing field-based MEAL support and acting as the focal point for these functions within the organization.
Key Responsibilities
The MEAL officer will assist in developing and implementing a comprehensive monitoring and evaluation framework to effectively track project progress and outcomes. This includes designing data collection tools, methodologies, and systems tailored to gather relevant performance data. The role demands thorough analysis of collected data to identify trends, challenges, and opportunities, thereby offering actionable insights to support informed decision-making.
Regular reporting on project performance is essential, highlighting progress, impact, and recommending corrective measures when necessary. Ensuring data accuracy, reliability, and consistency throughout collection and analysis is a critical responsibility. The officer will define and manage performance indicators aligned with project objectives and conduct periodic evaluations to assess overall program impact.
Capacity building is another key aspect, as the officer will train project staff on M&E concepts, tools, and techniques to strengthen organizational monitoring capabilities. Collaboration with stakeholders—including donors, partners, and beneficiaries—is vital to gather input and feedback for continuous improvement.
Risk identification and mitigation related to projects fall under this role, alongside efficient management of the M&E budget and resources. The officer will utilize evaluation findings to recommend program adaptations and maintain detailed documentation of all M&E activities for future reference.
Compliance with relevant M&E guidelines and ethical standards, including data privacy and confidentiality, is mandatory. The role requires clear communication of M&E results to project managers, senior leadership, and other stakeholders. Staying updated on best practices and suggesting system enhancements will contribute to continuous improvement.
Cross-departmental collaboration is expected to integrate M&E into project planning and implementation. Establishing feedback mechanisms to incorporate lessons learned into decision-making processes is also part of the responsibilities. Additional monitoring tasks may be assigned by the supervisor as needed.
Required Qualifications
Candidates must hold a Bachelor’s or Master’s degree in Social Sciences or Development Studies. A minimum of three years of relevant experience in the development sector is required. Strong oral communication and report writing skills are essential, alongside excellent analytical abilities for both qualitative and quantitative data.
Advanced computer proficiency is necessary, particularly with statistical software such as MS Excel, Access, and SPSS.
