JSI Research & Training Institute, Inc. (JSI) is currently executing USAID funded project titled Integrated Health Systems Strengthening and Service Delivery Activity (IHSS-SD Activity). The IHSS-SD Activity, will provide targeted technical assistance at the federal and provincial level in areas pertaining to GHSA. At the provincial level, IHSS-SD Activity is working in KP, Punjab and Sindh, whereas Balochistan, AJK and GB are being supported through federal MoNHSR&C. At the district level (selected), the Activity has built the capacity of human resources in maternal newborn and child health (MNCH) as well as for responding to infectious diseases especially COVID-19.   Under the IHSS-SD activity, various types of MNCH trainings were conducted for hospital and community-based staff of Health Department in four districts of Khyber Pakhtunkhwa: Charsadda, Lakki Marwat,Swat and Mohamand. Staff of different cadres from all levels of health facilities have being trained and the trainees after being trained return to their respective place of posting and health facilities. It is envisaged that as a result of this competency and skill building support by IHSS-SD Activity, the quality of care at the point of care will improve in the health facilities. Moreover, if the case is complicated, there will be a prompt referral to the higher-level health care facility without any delay. Beside capacity building, IHSS-SD has also contributed to refurbishment of hospitals and has provided state of art equipment for MNCH services.

IHSS-SD Activity has supported the hospitals’ management and district health authorities to develop the TORs and notify the Quality Improvement (QI) committees in each of the IHSS-SD activity supported referral level hospital. From here onwards, it is important to continuously liaise with the hospitals and DHO office to ensure the operationalization of these committees and the referral system. Success stories, issues and challenges must be documented, en route the process of implementation.

Duties and Responsibilities:

  1. To visit and meet with the district health authorities and medical superintendents of the respective hospital to get an update on the functions and performance of Quality Improvement (QI) committees notified.
  2. To liaise with Hospitals’ Management and district health authorities of the three districts to fully operationalize the QI teams
  3. To participate in the upcoming meetings of the committees and give feedback as deemed necessary
  4. To support implementation of quality improvement initiatives in the specified seven hospitals of intervention districts  
  5. To facilitate the follow up / supportive supervision activities in the districts. 
  6. Close coordination with Regional Field Managers and M&E team led by Director M&E.
  7. Undertake other tasks, as assigned by supervisor or Chief of Party. 

Required skills and qualifications:

  • MBBS preferably with Master’s degree in public health, policy, health reform, management, or a related field
  • Strong background in implementing MNCH related best practices with demonstrated technical experience/expertise related to service delivery and supportive supervision.
  • Minimum 10 years of work experience at a senior level position with an international organization working with foreign donors (preferably USAID)
  • Experience of working in the health sector at federal and provincial level with understanding and experience of health systems policy, planning and reform issues at provincial and district level.
  • Senior level experience in developing, managing and leading health programs and strengthening institutions
  • Ability to develop strategies, policy standards, protocols and guidelines
  • Ability to mentor, motivate, and work as part of a team
  • Excellent interpersonal, communication and writing skills.
  • Demonstrated supervisory experience
  • Ability to travel in the field.
