The Tender/Contract and Documentation Officer is responsible for preparing, reviewing, and managing all tender and contract-related documentation in compliance with relevant legal and contractual frameworks including FIDIC Conditions of Contract. This position entails detailed knowledge of procurement procedures, risk assessment, bid submission management, and stakeholder communication. The candidate must demonstrate proficiency in document control and formatting, bill of quantities (BOQ) analysis, contract risk assessment, and the use of specialized software such as AutoCAD and quantity surveying applications. The role requires strong coordination with multiple departments and external agencies, ensuring timely and accurate tender submissions while maintaining confidentiality and compliance with all applicable regulations and internal standards.
Responsibilities

  • Prepare tender documentation meticulously, ensuring completeness and compliance with public procurement rules and company standards.
  • Review and control contract documents and tender submissions to verify accuracy, legal compliance, and risk factors in line with FIDIC conditions and other governing regulations.
  • Manage the bid submission process, including coordinating tender responses, assembling supporting documentation, and overseeing bid security requirements.
  • Ensure strict adherence to document control procedures to maintain organized records of all tender and contract-related paperwork.
  • Conduct detailed Bill of Quantities (BOQ) preparation and analysis to assist with cost estimation and tender pricing.
  • Engage with stakeholders including government agencies and suppliers, maintaining clear and professional communication throughout the tendering process.
  • Conduct risk assessments related to contract terms and tendering procedures to mitigate potential issues and ensure compliance with regulatory requirements.
  • Utilize relevant software tools such as AutoCAD, CostX, BuildSoft, and MS Office suite for preparing, formatting, and managing tender and contract documentation.
  • Apply knowledge of procurement portals such as PPIRA, SPPRA, NCT, and e-tendering platforms for submission and tracking of tenders.
  • Maintain confidentiality and exercise discretion in managing sensitive bid details, client correspondence, and contract information.
  • Monitor and track deadlines independently to ensure timely completion and submission of all tender and contract documentation.
  • Support internal teams by providing documentation and expertise related to contract law, procurement procedures, and compliance requirements.
  • Prepare formal correspondence and ensure letter formatting adheres to company and industry standards.
  • Assist with claims management, variations, extensions of time, price adjustments, and other contract administration activities based on FIDIC guidelines.
  • Coordinate with quantity surveyors and estimators to align tender documentation with cost and measurement data accurately.
  • Stay updated on regulatory changes affecting procurement and contract compliance to adjust procedures accordingly.
