Procurement & Tender Documentation Specialist

NPI Construction & Engineering is seeking a skilled Procurement & Tender Documentation Specialist to join our team. This role requires an expert with at least five years of experience in preparing comprehensive bidding documents and managing tender processes for infrastructure projects including roads, buildings, and drainage systems. The ideal candidate is proficient in drafting complete bidding documents, reviewing eligibility criteria, and ensuring compliance with SPPRA and PPRA Pakistan guidelines. Strong familiarity with public procurement regulations and government or donor-funded projects is essential to succeed in this position. The candidate will work closely with evaluation committees to facilitate effective bid assessment and ensure transparent procurement practices. This position does not involve managing a team but demands strong collaboration and communication skills to work with cross-functional project teams and stakeholders. The Procurement & Tender Documentation Specialist will play a pivotal role in supporting procurement activities within the organization. The candidate must have a sound understanding of FIDIC-based contracts and previous experience working with engineering consultancy firms or project management units. The specialist is responsible for delivering accurate tender documentation and ensuring alignment with organizational requirements and external regulatory frameworks. This role demands attention to detail, strong analytical skills, and a proactive approach to problem-solving to optimize procurement efficiency and contribute to the successful delivery of infrastructure projects. Responsibilities

• Draft and prepare complete bidding documents for infrastructure projects following organizational standards and regulatory guidelines.
• Review and establish eligibility criteria to align with SPPRA and PPRA Pakistan procurement rules and regulations.
• Ensure all procurement documentation complies with government or donor-funded project requirements, maintaining transparency and fairness in the tender process.
• Coordinate with evaluation committees to facilitate accurate and efficient bid assessment and evaluation procedures.
• Maintain up-to-date knowledge of public procurement legislation and incorporate applicable regulations such as SPPRA and PPRA guidelines into bidding and tender documentation.
• Support contract preparation and administration, particularly for FIDIC-based contracts used in infrastructure and engineering projects.
• Collaborate closely with engineering consultancy firms and project management units to ensure procurement activities meet project specifications and deadlines.
• Provide technical guidance and insight on procurement best practices, infrastructure project requirements, and compliance issues within the procurement cycle.
• Track and document procurement activities and decisions, preparing detailed reports and records for audit and regulatory reviews.
• Assist in risk assessment and mitigation related to procurement and tender documentation to safeguard the companys interests and compliance.
• Continuously improve tender documentation and procurement processes in accordance with lessons learned and evolving industry standards.
• Liaise with relevant project stakeholders to ensure procurement procedures support project objectives and quality standards.
• Support internal audit and review activities related to procurement, making necessary adjustments to documentation and processes based on feedback.
