Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme focused on strengthening Pakistan’s healthcare system to reduce illness and save lives. Operating from 2023 to 2027, E4H provides technical assistance to Punjab, Federal, and Khyber Pakhtunkhwa governments. The Punjab component, implemented by Palladium and Oxford Policy Management, supports the government in building a resilient health system that is responsive, evidence-based, and equitable. This role focuses on enhancing the capacity of Punjab Healthcare Commission (PHCC) assessment teams to apply Minimum Service Delivery Standards (MSDS) consistently and reliably across healthcare establishments, following findings from a 2025 impact assessment that identified variations in assessment interpretation and scoring.

Key Responsibilities
- Lead the design and development of competency-based learning materials, including curriculum, practical cases, evidence sets, job aids, and calibration exercises tailored to PHCC assessors.
- Develop baseline and endline competency assessment tools to measure knowledge and inter-assessor consistency.
- Support the delivery of assessor training sessions and prepare PHCC internal facilitators through joint facilitation and coaching.
- Analyze learning outcomes and calibration results to identify improvements and areas requiring PHCC direction.
- Refine learning and calibration packages based on participant feedback and PHCC inputs.
- Facilitate the institutionalization of assessor capacity-building, including induction, refresher learning, periodic calibration, and integration with PHCC’s quality assurance systems.
- Coordinate closely with PHCC and the E4H team to ensure alignment with existing MSDS standards and e-certification initiatives.
- Undertake additional technical assistance tasks as assigned by the Team Lead.

Required Qualifications
- Master’s degree in Education, Health Professions Education, Public Health, Organisational Development, Assessment, Psychology, or a related discipline.
- Minimum of 10 years of professional experience, with demonstrated expertise in competency-based curriculum development, adult learning methodologies, practical assessment design, scoring and calibration techniques, and facilitator development.
- Proven ability to develop and implement practical, case-based training and assessment tools that improve consistency and reliability in professional evaluations.
- Strong analytical skills to measure learning outcomes and inter-assessor reliability, with experience in calibration methodology and learning measurement.
- Excellent facilitation and documentation skills, capable of working collaboratively with government stakeholders and technical teams.

Preferred Qualifications and Benefits
- Experience working within healthcare regulatory or quality assurance environments, particularly related to standards implementation and assessment.
- Familiarity with Pakistan’s healthcare system and regulatory frameworks is advantageous.
- Ability to work effectively in a multi-stakeholder environment, managing coordination and communication with government counterparts.
- The position is based in Lahore with required travel as needed. The assignment duration is from October 2026 to March 2027, with an estimated level of effort of 40 days.
- Reporting to the E4H Programme Team and MSDS Assessment Capacity-Building Team Lead, this role offers the opportunity to contribute directly to strengthening healthcare quality and regulatory consistency in Punjab.
