Business Development Specialist – (Tender & Bidding)

Poverty Eradication Initiative (PEI) seeks a skilled Business Development Specialist with expertise in tender management, bidding, and proposal preparation. The specialist plays a vital role in identifying tender opportunities from government, NGOs, donors, corporates, and private sectors. This position involves analyzing tender documents, preparing compliant technical and financial bids, and managing end-to-end submission processes to secure business growth. The specialist works closely with cross-functional teams including technical, finance, procurement, and management to compile accurate proposals that meet tender requirements. The specialist also conducts market and competitor research to uncover new business opportunities and builds strong relationships with clients and stakeholders. This role requires meticulous attention to detail, strong organizational skills, and experience navigating procurement portals and tender regulations such as the PPRA rules. Although the role does not involve managing a team, it demands excellent coordination and communication skills to oversee timely submissions and support contract negotiations following successful bids.
Responsibilities
Key Responsibilities – Sales & Bidding

• Identify, hunt, and continuously monitor new tender, RFP, RFQ, and proposal opportunities across government, corporate, NGO, donor, and private sectors.
• Focus on sales bidding and business development by identifying potential clients, projects, tenders, and new RFQs at national and international levels.
• Search and track opportunities through EPADS, PPRA, PEPRA, ADP, government procurement portals, World Bank, international donors, NGOs, and other relevant platforms.
• Analyze tender/RFP/RFQ/TOR documents to understand scope of work, eligibility, technical requirements, financial requirements, evaluation criteria, and submission deadlines.
• Handle end-to-end technical and financial bidding, including preparation, review, pricing, compilation, compliance checking, and final submission of bids.
• Prepare technical bids and proposals, including methodology, work plans, organizational profiles, technical approaches, staffing plans, experience, and other technical documents as required.
• Prepare financial bids, including BOQs, cost estimates, rate analysis, pricing schedules, financial forms, quotations, and detailed bid pricing in accordance with tender requirements.
• Ensure technical and financial proposals are fully aligned with tender specifications, scope of work, evaluation criteria, and client requirements.
• Lead the complete bidding process, from opportunity identification and tender analysis to proposal preparation, submission, and post-bid follow-up.
• Develop compliance matrices and checklists to ensure every mandatory technical and financial requirement is fulfilled before submission.
• Coordinate with technical, finance, procurement, management, and other teams to collect information and prepare accurate, competitive, and compliant bids.
• Ensure all required certificates, forms, affidavits, registrations, company documents, and supporting attachments are complete and valid.
• Manage multiple bidding deadlines and ensure timely and error-free submission through e-procurement portals and other submission channels.
• Conduct tender hunting and market research to identify new sectors, clients, projects, and business opportunities.
• Identify and pursue new RFQs, tenders, proposals, and donor-funded projects to generate new sales opportunities.
• Develop and maintain professional relationships with government departments, corporate clients, NGOs, donors, partners, and key stakeholders.
• Participate in pre-bid meetings, clarification meetings, client discussions, and negotiations related to bidding opportunities.
• Monitor submitted bids, follow up with clients, and maintain communication throughout the evaluation and award process.
• Track bid results and analyze win/loss factors, pricing, competition, and client requirements to improve future bidding strategies.
• Maintain an updated database of tenders, RFQs, proposals, clients, submission status, results, and potential sales leads.
• Maintain complete records of all technical bids, financial bids, proposals, tender documents, correspondence, and supporting documentation.
• Support contract negotiations and post-award activities for successfully won projects.
• Continuously explore national and international donor-funded opportunities, including projects and procurements supported by the World Bank and other international development partners.
