The Field Operations Manager / Survey Director at Poverty Eradication Initiative (PEI) leads the planning, coordination, and execution of large-scale field surveys with a focus on face-to-face data collection across Pakistan, particularly within Balochistan. The manager is responsible for managing budgets, mitigating risks, coordinating logistics, and ensuring strict regulatory compliance throughout the survey lifecycle. The ideal candidate possesses over eight years of experience managing complex field operations with expertise in local languages and cultural contexts, especially in Quetta. This knowledge is critical for guiding the translation and piloting of questionnaires and effectively recruiting and training local enumerators, emphasizing gender inclusivity and community engagement. The Field Operations Manager also handles participant tracking systems to reduce attrition in multi-phase panel surveys, ensuring reliable data collection from baseline through endline rounds.
Responsibilities

Plan, organize, and lead all field survey activities while managing a team of 20 staff members.
Oversee the recruitment, training, and supervision of local enumerators, ensuring gender balance and cultural sensitivity to optimize data collection in diverse communities.
Coordinate logistics, including travel, accommodations, and equipment management, to facilitate smooth field operations.
Implement robust quality control measures to maintain data accuracy, validity, and compliance with approved methodologies.
Manage the project budget, ensuring efficient allocation and tracking of resources to meet survey timelines and deliverables.
Develop and maintain risk management protocols to address security, ethical, and operational challenges during fieldwork.
Collaborate with translation teams to adapt survey instruments into local languagesUrdu, Pashto, Balochi, and Brahuiand pilot test to refine questionnaires for clarity and cultural appropriateness.
Monitor and improve tracking systems for panel survey participants, minimizing attrition and sustaining data continuity across multiple survey phases.
Ensure adherence to national and local regulatory requirements, obtaining necessary permissions and certifications before field deployment.
Liaise with community leaders, local authorities, and stakeholders to facilitate access to schools and communities, fostering trust and cooperation.
Analyze field data collection processes and identify areas for continuous improvement in operational efficiency and data quality.
Prepare comprehensive reports on field activities, progress updates, and challenges encountered to inform project decision-making.

Poverty is the root cause of every problem in the society, has no doubts worse affects on human life. Traditional gender roles in Pakistan especially in NWFP, which remains indulged in tribal culture, define the woman’s place as in the home and not in the workplace, and define the man as the breadwinner. Consequently, the society invests far less in women than men. Women in NWFP suffer more from poverty of opportunities throughout their lives as compared to other provinces. Economic vulnerability is a key factor in the rise of poverty in Pakistan; vulnerability also arises from social powerlessness, political instability, and ill-functioning institutions. Corruption and political instabilities such as various separatist movements in Baluchistan and Waziristan resulted in reduction of business confidence, deterioration of economic growth, reduced public expenditure, poor delivery of public services, and undermining of the rule of law. The root causes of current unrest in whole country especially FATA and FRS are linked with the absence of the opportunities for youth in all sections of life in general and particular in livelihoods. Active participation of the youth in decision making and development of the area is neglected and never given a chance to decide their fate. This made youth of the area frustrated and restless and compelled them to take part in the unhealthy activities. Poverty and the lack of modern curriculum have proved destabilizing factors for Pakistani society as these causes our youth to be exploited by religious organizations banned by the government to run schools and produce militant literature. Eradication of poverty cannot be brought about by charity, but needs first and foremost empowering the poor, focusing on women, and tapping their tremendous potential.
