Production of a 360-Degree VR Justice Hub Experience (Prototype and Pilot)

Legal Aid Society (LAS) has secured funding from the ICRC for the initial phase of the Justice Hubs for Women, Children, and Families initiative in Khyber Pakhtunkhwa, focusing on Peshawar District. This six-month project (June to December 2026) aims to develop a pilot-ready Justice Hub model for a 12-month pilot in 2027, with plans for province-wide expansion. The current consultancy involves producing a professional 360-degree immersive video experience that showcases the Justice Hub client journey. This video will serve as both a stakeholder engagement tool and a community sensitization asset, helping to reduce fear and stigma before physical hubs are established. The assignment runs from September to mid-December 2026 and includes delivering the video prototype along with two VR headsets for pilot screenings.

Key Responsibilities

- Develop a detailed script and storyboard in collaboration with LAS, ensuring all scenes align with the approved concept note and safeguarding protocols.
- Produce one live-action 360-degree video (8-12 minutes) filmed in a real or simulated Justice Hub environment, depicting the full client journey from intake to resolution.
- Capture spatial audio and provide narration in Urdu with a Pashto voice-over option; include English subtitles for donor audiences.
- Supply two standalone VR headsets pre-loaded with the final video for use in pilot screenings, complete with accessories and user guides.
- Manage all stages of production including pre-production planning, casting, filming, post-production editing, and final delivery.
- Ensure all participants provide informed consent and adhere strictly to safeguarding protocols, avoiding any depiction of real clients or identifiable information.
- Support at least one pilot screening session, demonstrating headset operation and gathering audience feedback.
- Submit deliverables according to the agreed timeline, incorporating LAS feedback during review stages.

Required Qualifications

- Proven experience in producing professional 360-degree or VR video content, with at least two completed projects submitted as portfolio samples.
- A qualified team including a director or lead producer, a 360-degree cinematographer skilled in spatial audio capture, a post-production specialist experienced in VR editing, and Urdu and Pashto voice-over artists.
- Familiarity with VR headset platforms such as Meta Quest 2 or 3 and the ability to sideload video content.
- Experience working in sensitive or community-based settings, with a clear understanding of safeguarding, consent, and ethical considerations in social impact media production.
- Capability to deliver high-resolution (minimum 5.7K) equirectangular video compatible with VR headsets and web-based 360-degree players.

All intellectual property rights for the produced content will be owned by LAS upon final acceptance and payment. The vendor must ensure confidentiality and proper handling of all materials. The project budget requires a detailed and itemized financial proposal covering all phases of production, equipment, and logistics. Payments will be milestone-based and contingent on LAS’s written approval of deliverables. The assignment excludes animation, interactive narratives, or app development and is limited to the production of one video prototype and two VR headsets.
