The Project Manager (PPS-9) will be responsible for leading and managing capacity-building projects aimed at strengthening IT companies. This role requires meticulous planning and execution in line with approved project scope and PC-1 documentation. The successful candidate will demonstrate strong leadership in contract management, fund disbursement, procurement compliance, and maintaining thorough project documentation. Close coordination with the Project Director and various government departments is essential to ensure timely achievement of project milestones and to uphold transparency and accountability through comprehensive record-keeping for audits and reviews.

Key Responsibilities
Plan and execute all project activities in strict alignment with the PC-1 and approved project scope, under the guidance of the Project Director. Manage all aspects of contracts, including drafting, execution, and resolving any disputes that arise. Prepare and submit cash plans for approval and oversee the timely release and disbursement of funds. Supervise and monitor the project team to ensure high performance and adherence to project timelines. Ensure that all procurement activities comply fully with PPRA regulations and other relevant rules. Maintain accurate, up-to-date project records and make them accessible to the Director Projects, management, Ministry of IT & Telecom (MoITT), Planning, Audits, and Project Committees. Review and approve consultancy and audit reports in accordance with ISO standards. Assist the Project Director with routine project tasks and any additional duties as assigned. Conduct regular follow-ups with the Ministry of IT and other government bodies regarding fund releases. Organize project committee meetings, secure necessary approvals before project initiation, and issue official correspondence such as office letters, orders, and meeting minutes. Participate in milestone review visits alongside senior management to assess project progress.

Required Qualifications
A minimum of 16 years of education from an HEC-recognized university in disciplines such as Management Sciences, Human Resource, Business Administration, Computer Sciences, Engineering, or IT is required. Candidates must have at least 8 years of professional experience, including a minimum of 4 years managing projects focused on capacity building for IT companies. Experience working on government-funded projects like PSDP, ADP, or similar initiatives is highly preferred. Excellent communication and presentation skills with fluency in both written and spoken English are essential. Proficiency in MS Project, MS Office, Excel, and other international project management tools is required. The candidate must demonstrate the ability to work effectively under pressure and meet strict deadlines. In-depth knowledge of ISO consulting and auditing is necessary, with strong expertise in ISO27001, ISO27701, ISO22301, and ISO42001 standards. Familiarity with Pakistan’s IT and ITeS industry standards and practices is also important.
