The Field Engineer is expected to provide comprehensive technical support in project implementation in accordance with organizational guidelines and donor requirements. This role involves close collaboration with communities through the Social Mobilization Unit (SMU), ensuring the effective design, implementation, and monitoring of projects in accordance with donors requirements. The Field Engineer will oversee civil works, Community Investment Grants, and the distribution of sanitation materials within the communities. The position is required to ensure that all the construction activities according to the standard specifications and in line with the desired project objectives.
The primary objective of the Field Engineer position is to offer critical technical support, installation, maintenance, and troubleshooting services for engineering systems and equipment at field locations. The role includes ensuring that all systems and equipment are properly installed, optimally functioning, and meeting safety standards and QC policies. This position requires a high level of mobility, as the Field Engineer will frequently visit various assigned districts to impletement, monitor and support project activities on the ground, ensuring that all engineering activities align with donor requirements and desired project objectives.
This recruitment aims to establish an Emergency/Humanitarian Response Roster. Candidates who meet the eligibility and position requirements will be considered for inclusion in roster for future opportunities, subject to organizational needs and funding availability. Inclusion in the roster does not guarantee employment.
Candidates should be available to join at short notice and be willing to work anywhere in PUNJAB, including remote and underserved areas, as required by the project. Only shortlisted candidates will be contacted.
As part of the Technical Unit the incumbent will have the following responsibilities:
1. Provide technical information and interpretation of plans, preparation of detail estimation sheets and specifications for the successful implementation of the projects.
2. Provide daily/weekly reporting regarding projects.
3. Complete knowledge of surveying techniques and procedures is necessary.
4. Prepare detailed cost estimates, planning, implementation, and technical feasibility for projects.
5. S/he shall always know progress of the ongoing projects with respect to planning and should be able to always give details of why project ahead/behind schedule.
6. Keeping a track of the daily physical progress vis-à-vis the implementation. Alerting the line management of deviations while recommending means to appropriately bring on-track
7. Ensure work complete as per work plan and schedules.
8. Prepare reports on the progress of construction for the assigned sites.
9. Work in coordination with SMU for developing community action plan.
10. Work with community in training mason and other operation committee on technical aspect of the project.
11. Work with PE for developing monitoring framework and timeline for the project activities.
12. Provide complete support during supervision of construction and carry out quality control inspection and monitor progress.
13. Develop standard drawings, bills of quantities and detail materials list for projects.
14. Provide basic technical training to the local communities for the sustainability of ongoing projects.
15. Where possible develop and propose new projects
16. To ensure the qualitative and quantitative standards are met while implementing activities in the field.
17. Oversee coordination between program staff, support departments and technical sectors.
18. Oversee and ensure the provision of high-quality technical support and capacity building to staff.
19. Responsible for contract management (vendors) by ensuring adherence to organizational policies and procedures in close coordination with country office support sections.
20. To work with the media team to ensure visibility and a flow of good quality media information relating to projects/ activities, in accordance with QC policy & guidelines.
21. To take overall responsibility for the security management of the staff working in the project area.
22. To ensure that security information is gathered and disseminated appropriately.
23. Keep record of all project activities related data.
24. Build and maintain positive working relationships with co-workers, other Qatar Charity employees.
25. Ensure adherence to all organizational policies including but not limited to Code of Conduct, Conflict of Interest, Child Protection policy, PSEA and other related policies/SoPs to staff conduct and behaviours.
26. Perform other related duties when required or assigned.
