Project Summary:

Under the project, with support from UNICEF, Qatar Charity (QC) will be aiming to strengthen the prevention, early detection and management of child wasting in 12 districts of Punjab by strengthening the capacity of the local health systems, enhancing the early detection and referral and management of children with wasting, as well as improving the monitoring, quality and programme learning. Specifically based on Social Behavior Change approach, the project will enhance the access to nutrition and support UNICEF and Government of Punjab (IRMNCH and Department of Health) in prevention, promotion, and management of wasting programs at community level in targeted 12 target districts of Punjab. A strong understanding of Punjab’s health system, nutrition (wasting and its prevention etc.), community engagement and social behavior change approaches would be required to lead the M&E component of the project at the district level. The targeted districts under the project are: Attock, Chiniot, Faisalabad, Kasur, Lahore, Multan, Nankana, Okara, Pakpattan, Rajanpur, Rawalpindi, Sheikhupura.

1.     Job Summary:

We are looking for a collaborative and dedicated individual with M&E experience to join us at our project office in all the above-mentioned districts. The project is a 12-month long UNICEF funded project. The position holder Officer will be required to frequently travel (80% of the time) to the project locations within the district. The position will be reporting to District Manager for day-to-day tasks, requirements, and coordination. The position is required to implement M&E tools to ensure that all project interventions are relevant, efficient, documented and meet desired goals and objectives. M&E activities will be directly undertaken at the community level as well as at the Facilitation Centres (FCs) of BNP (BISP Nashunuma Program) on daily basis. S/he will be expected to track the project’s targets in his/her assigned district. The position holder will be required to develop a weekly schedule of travel to different Tehsils and FCs throughout his/her assigned district and maintain a close coordination with FC staff of BNP (BISP Nashonuma Program). The M&E Officer will maintain a close working relationship with local BISP officials, DCNP-IRMNCH&N Office and with staff of other programs connected with BISP Nashonuma Facilitation Centres (FCs). The position holder will also be required to maintain a good coordination with project’s field office in Lahore, Country Office of Qatar Charity, and with UNICEF officials.

2.     Job Responsibilities:

  • Identify appropriate M&E methodologies for objective-specific M&E activities.

·        Establish a monitoring and evaluation framework in line with the policies of the Qatar Charity which also correspond to an agreement with UNICEF.

  • Support the development and facilitate the implementation of data and knowledge management tools for each quarter. This will include leading the data collection as well.
  • Conduct regular field visits, in coordination with FC staff, to assess project progress against targets and collect feedback from relevant stakeholders.
  • To develop a proper follow of the mechanism of Agreed action as per field visit feedback.
  • S/he should ensure a minimum of 04 field visits during the week and submit weekly/monthly reports separately.
  • Random visit to the field to assess if the beneficiary relates to their respective FCs within the district.
  • Prepare weekly, monthly field visit reports considering field visits findings.
  • Leads in establishing effective monitoring, information, and reporting systems, and in the development of communication materials and strategies to promote community participation.
  • Support in tracking the financial progress of the project efforts at the district level. 
  • Ensure that all the procedures at the community level are according to the protocols. Immediately report the deviation to the project office in Lahore.
  • Support the District Manager in the weekly review of the Project Implementation Plan vis-à-vis physical and financial progress. Prepare high-quality reports on the templates approved by the Donor.
  • Develop at least 01 human interest story per month and share it with the focal person at the Country Office.
  • Participate and provide technical input to the monitoring objectives of the project on the regular basis through meetings.
  • Plan and organize Monitoring and Evaluation training and workshops for mobilization and community-based health service providers.

·        Take up any additional tasks as assigned by the line manager or the Project manager.

3.     Job Requirements:

a.     Education 

·  Bachelor’s degree in social sciences, Rural Development, Management sciences, Development Studies/Management or other any relevant discipline                           

b.     Relevant experience

·       4-5 years’ experience in the same capacity in a similar program.

·  Proven technical knowledge and capacity to support the implementation of H&N activities, projects, and programs.

·   Experience of working in same capacity and supporting the program implementation in a complex setting involving multiple stakeholders, particularly at the community level.

c.      Computer knowledge

o   Communication skills             

Proven capacity to negotiate and work with governments at different levels.

Fluent in English and Urdu (knowledge of a Punjabi is preferred).

Understanding of reporting requirements of UNICEF.

o    Ability to travel on short notices.
