Palladium Pakistan (Pvt.) Limited is seeking two experienced Software Developers for an eight-month consultancy based in Lahore, supporting the Evidence for Health (E4H) programme funded by the Foreign, Commonwealth & Development Office (FCDO). The project aims to strengthen Pakistan’s healthcare system by enhancing digital health information infrastructure, focusing on improving interoperability between Electronic Medical Records (EMR) and Hospital Management Information Systems (HMIS). The role involves developing standardized manuals and Standard Operating Procedures (SOPs) for patient referral management across primary and secondary healthcare facilities in Punjab. Successful candidates will work closely with government health departments and the Health Information Systems Development Unit (HISDU) to institutionalize integrated, data-driven workflows that improve patient care continuity, safety, and system accountability. The assignment runs from July 2025 to February 2026.
Key Responsibilities
- Lead the development and validation of SOPs for patient referral management, ensuring seamless integration between EMR and HMIS systems with traceable and standardized referral processes aligned with institutional protocols.
- Develop a detailed HMIS User Manual outlining digital workflows, user roles, and data standards applicable to Basic Health Units (BHUs), Rural Health Centers (RHCs), Tehsil Headquarter Hospitals (THQs), and District Headquarter Hospitals (DHQs).
- Conduct comprehensive assessments of existing digital health systems to identify interoperability gaps and workflow inefficiencies.
- Collaborate with stakeholders across various health system levels to ensure digital integration efforts are contextually relevant and operationally feasible.
- Facilitate pilot testing of manuals and SOPs in selected health facilities, gather feedback, and refine tools accordingly.
- Deliver training sessions and create support materials to build capacity among health facility staff for effective use of integrated EMR-HMIS systems.
- Maintain ongoing coordination with HISDU, the Health & Population Department, and district health authorities to ensure quality assurance and alignment with broader health system reforms.
- Prepare and submit key deliverables including inception presentations, interoperability frameworks, manuals, SOPs, pilot evaluation reports, and orientation packages.
Required Qualifications
- Bachelor’s or Master’s degree in Software Engineering, Computer Science, or a related discipline.
- At least 5 years of experience in full-stack software development.
- Demonstrated experience working with health IT platforms, particularly Electronic Medical Records (EMRs).
- Strong coding, debugging, and application development skills, with proficiency in agile development methodologies.
- Proven ability to deliver high-quality outputs within tight deadlines while collaborating effectively in multidisciplinary teams.
