OVERVIEW OF POSITION
The Sr Finance Manager will be responsible for overseeing the financial performance of the Action Against Hunger, specifically S/he have grip on EU Guidelines. The Senior Finance Manager will provide leadership in developing tools for successfully managing consortium budget and providing financial analysis of the projects performance to inform decision-making processes. As a member of the lead consortium partner, the senior Finance Manager will work with finance staff from co-applicants and will oversee the coordination of reporting that adheres to all applicants’ financial protocols. S/he will also be responsible to look after finance department, its operations and risk management at provincial level. The Senior Finance Manager will report to the Finance Coordinator also have a dotted reporting line to Chief of Party.
OBJECTIVESObjective 1
Budget and Partners’ ManagementTasks & responsibilities
· Assist in preparation of budgets as per Donor/HQ guidelines
· Consider budget revisions and advise on their realism, consistency and compliance.
· Ensure that budgets are loaded into systems on timely basis.
· Maintain financial systems and processes, ensuring they operate economically, efficiently and effectively in support of the business objectives.
· Review the budget spending and advise relevant staff on spending status and ask for feedback on all over/under spending
· Scrutinizing Lead Partners Financial and providing reports to the Finance Coordinator.
· Ensuring adherence to set financial limits & generating financial reports involving activities in Pakistan context.
· Planning, assessing & monitoring financial conditions & forecasting finances for consortium partner’s ongoing projects.
· Planning & monitoring budget as per International systems involving estimating & reporting on budgetary approvals.
Objective 2
Financial Reporting and Financial ManagementTasks & responsibilities
- Manage the donor financial reporting process and provide financial analysis and statistics on donor funding.
- Senior Finance Manager will ensure that all the Alliance partners are submitting the accurate financial reports on agreed deadlines.
- Planning, implementing, monitoring and reporting the financial component of base operations.
- Responsible for finalizing donor reports keeping in view donor accounting, legal and contractual requirements.
- Advise and provide timely and accurate financial information to management team, assisting them to interpret financial information and take decisions.
- Consolidate financial reports, fund requests and budgets in a timely fashion.
- Reviewing monthly budgetary variance, making adjustments in the budget and creating grant funding source reports to match the financial activities of the lead consortium partners.
- Review of the financial reports from partner organizations, identify errors and gaps, and ensure accuracy in the consolidated financial report to donor.
- Responsible for overall review of grantees’ financial statements and prepare other adhoc financial reports / analysis for management as required. Constantly review financial procedure for further improvement.
- Schedule with project management steps to meet the financial reporting requirements of country management, HQ and donors as per agreed timelines.
- Mid-Term and Final-Verification of Grantees financial Record.
- To analyze, review and revise, if necessary, implementing grantee financial statements and grantee financial monitoring tools and procedures.
- Participate at least once in grantee financial review with field staff.
- Closely monitor IPs/SRs advances and timely liquidations and recording.
Objective 3
Compliance & Internal Control Tasks & responsibilities
- Safeguard and optimise the use of financial resources through an appropriate internal control environment.
- Prepare for audit as well as facilitating the processes.
- Senior Finance Manager will coordinate, gather and facilitate Consortium Partners to make ensure compliance with EU guidelines.
- Arrange the sessions to orient on donor rules.
- Plan and coordinate external/donor/internal/inter-office audits so that final signed accounts and reports are provide to relevant stakeholders as per agreed timelines.
- Ensure existence and effectiveness of internal controls to prevent fraudulent practices.
- Audits, checks, monitoring and verifications of the partners’ financial reports.
- Reviewing financial policies, operating procedures and suggesting improvement there in.
- Ensure all consortium members submit accurate timesheets.
- Ensure compliance with AAH and donor policies and procedures for all good and services during the financial review.
- Coordinate response to donor queries when needed and Follow up recommendations provided by auditors
Objective 4
Training & Capacity BuildingTasks & responsibilities
- Senior Finance Manager will provide technical support to staff assigned for the EU grant.
- Ensure that sub-grant related processes and procedures are consistently implemented through the use of compliance checks and agreements.
- Undertake periodic visits to the field in order to support consortium members and put forward recommendations for improvements where appropriate.
- Assist Finance Coordinator for basic financial management training/refreshers to partner staff on regular basis.
- Grantee Financial capacity building sessions.
