ABOUT ACTED PAKISTAN: ACTED is a non-governmental organization with headquarters in Paris, founded in 1993. Independent, private and not-for-profit, ACTED respects a strict political and religious impartiality and operates according to the principles of non-discrimination and transparency. ACTED has been present in Pakistan since 1993. ACTED Pakistan programmes range from short-term emergency responses to recovery and rehabilitation, as well as longer-term development initiatives. ACTED strategy is to target vulnerable communities affected by natural and conflict-related disasters as well as lack of socio-economic development.

Duties and Responsibilities:

1.      Assessments (Appraisals, Monitoring Missions, and Evaluations)

1.1.        Field Data Collection

a)      Coordinate with the MEAL Officer/Manager on how to carry out the assessments (including, but not limited to:  Knowledge, Attitudes and Practices (KAP) surveys, focus group discussions, key informant interviews, baseline and end-line surveys, as well as other types of assessments and data collection that is required);

b)      Check that material necessary to carry out the assessment is sufficient and appropriate;

c)      Ask questions in a clear and kind manner, and ask all the questions exactly as worded:

d)      Probe to clarify unclear answers; and

e)      Write down the observations and answers in an ordinate and clear way, recording responses accurately;

f)       Record and forward all complaints and suggestions received while in the field to the appropriate safeguarding officer.

g)      He/she will monitor the performance of in place protocols aimed at minimizing risk of harm to the children, adults and vulnerable population, or any adverse impact upon them.

h)      The candidate shall ensure compliance with ACTED`s safe guarding policies and procedures. He/she is expected to attend all staff and volunteers training on child protection or working with adults at risk (SAFEGUARDING).

i)       He/she shall ensure that ACTED`s strategic vision related to cross-functional work-streams of safeguarding, gender and inclusiveness are ensured at all levels.

j)       Candidate will help reduce and manage risk for the children, adults and vulnerable population and for the organization.

k)      Conduct data audits at the field areas i.e. attendance registers, visitors’ book, community meetings minutes record and etc.; and

l)       Record and forward all complaints and suggestions received while in the field to the appropriate Accountability Officer or MEAL Officer.

1.2.        Reporting

a)      Report frequently to the MEAL Officer/Manager about the progress of assessment activities and on the partners’ field observations during the mission;

b)      Recognize and give account of problems in obtaining data and provide useful feedback from field research activities;

c)      Enter all field data into appropriate databases on an accurate and timely basis as and when needed;

d)      Cross-check the accuracy of data entry;

e)      Support the maintenance of an efficient and accurate filing system for all electronic and hard-copy documents;

f)       Report monitoring findings at Weekly Area Meetings, as required by MEAL Officer/Manager; and

g)      Collect high-resolution and good quality photos of ACTED project activities in the field, featuring donor, partner and ACTED logos, and delivery photos to the MEAL Manager (in line with ACTED’s safeguarding, Child Protection Policy and Photo Guidelines).

1.3.        Support the Development of MEAL Tools and Methodologies

a)      Support the MEAL Officer/Manager in designing appropriate information collection tools and methodologies, including assessment Terms of Reference, and questionnaires; and

b)      Translate tools and methodologies into local language(s) as required.

2.      Support to Organizational Learning

2.1.        Collection of Lessons Learned and Best Practices

a)      Collect lessons learned and best practices from beneficiaries, community leaders, partners, and other stakeholders during assessment/monitoring missions.

2.2.        Monitoring Adherence to Program Strategies and Guidelines

a)      Cross-check that project implementation adheres to the technical guidelines for the program, as required by the MEAL Officer;

b)      Monitor the implementation of lessons learned and best practices; and

c)      Cross-check the accuracy and relevance of beneficiary selection according to contractual criteria.

3.      Other

  • Participate in Weekly Area Meetings, and any other meetings or conferences as required by the MEAL Officer/Manager; and
  • Perform any other related activities as assigned by immediate supervisor. 

Key Performance Indicators

  • Number of assessments and evaluations conducted over the past 6 months
  • Number of monitoring missions conducted over the past 6 months
  • Number of monitoring cycles closed with a way forward discussion conducted with the project and coordination teams within the timeline given in ACTED’s MEAL guidelines and over the past 6 months
  • Mechanism in place and functional to provide data on project indicators to PDD in a timely manner
  • Mechanism in place and functional that allows at least the reporting on ACTED’s 16 global standard indicators
  • % of projects with close out meeting held for the projects closed during past 6 months
  • Lessons learnt and best practices recorded in the Country Lessons Learnt and Best Practices document according to ACTED’s standard learning procedures and updated in regular and timely manner
  • Number of learning events to capture best practices and lessons learnt organized/facilitated within the last 6 months
  • Beneficiary CRM implemented in the mission as per ACTED standards

PSEAH Obligation:

Acted has zero tolerance approach on PSEAH matters and as an Acted employee It is my utmost duty to ensure full compliance of PSEAH policies in Acted and outside Acted as well. I will not engage in any PSEAH violations and will ensure team working under my supervision will also follow the same protocols. I shall not be involved in any sexual exploitation or abuse. I shall ensure to comply with the highest standards of moral and ethical conduct. Any incident of SEA shall be reported to Acted. Any failure by myside to take preventive measures against sexual exploitation or abuse, or to investigate allegations or take corrective action, shall constitute grounds for termination of the Agreement. For the purposes hereof, the following definitions shall be used.

Sexual exploitation means any actual or attempted abuse of a position of vulnerability, differential power, or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another.

Sexual abuse means the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions.

In recent years this has included support for communities affected by floods, earthquakes and the complex emergency; Pillar 2 – Income generation and sustainable livelihoods – ACTED has extensive experience in this sector including market-oriented vocational trainings, basic skills development, as well as on and off-farm livelihood assistance; Pillar 3 – Social cohesion and access to basic services – ACTED improves access to basic services through a range of measures including support for educational institutions, community infrastructure and local governance. Social cohesion is a key component to ensuring equitable service provision. ACTED’s interventions include the establishment of local representation bodies as well as supporting the rights of women, minorities and marginalized groups; Pillar 4 – Environmental protection and community resilience – This pillar aims to mitigate some of the effects of recurrent disasters, climate change and environmental degradation.
