You will be responsible for the operational rollout of the CBDRM components at the village and Union Council (UC) levels. S/he will work closely with community stakeholders, lead training sessions, lead the development of Village Disaster Management Plans (VDMPs) and Union Council Disaster Management Plans (UCDMPs), and ensure contextualized, inclusive, and climate-resilient approaches to disaster preparedness.

2. Key Responsibilities:

A.     2.1 Community Engagement & Capacity Building

  • Conduct initial scoping visits and stakeholder consultations in target villages and UCs.
  • Mobilize and establish Village Disaster Management Committees (VDMCs) and Union Council Disaster Management Committees (UCDMCs) in coordination with local stakeholders.
  • Facilitate participatory training sessions for VDMCs and UCDMCs using standardized and approved training modules and manuals.
  • Deliver trainings on key themes including e.g.
  •  Hazard, Vulnerability & Capacity Assessment (HVCA)
  • Early Warning Systems (EWS)
  • Community Contingency Planning
  • First Aid, Search & Rescue, Evacuation Planning
  • Gender and Social Inclusion in DRM
  • Linkages with Government DRM Systems (DDMA, PDMA)
  • And other key topics finalized.
  • Ensure the integration of climate change adaptation strategies into community-based DRM planning and practices.

B. 2.2 Disaster Management Planning

  • Facilitate the development of Village Disaster Management Plans (VDMPs) and Union Council Disaster Management Plans (UCDMPs) through community-led processes.
  • Ensure VDMPs and UCDMPs are risk-informed, inclusive, and aligned with district/provincial DRM frameworks.
  • Coordinate the technical review and validation of plans with relevant local authorities, PDMAs/DDMAs, and ACTED’s central technical team.

C.      2.3 Technical Coordination & Quality Assurance

  • Ensure quality control of all CBDRM trainings, plans, and community engagement processes.
  • Contribute to periodic learning sessions, refresher trainings, and experience-sharing meetings among field teams and stakeholders.
  • Provide regular updates, field reports, and success stories to the CBDRM Specialist and Project Manager.
  •  Support in tracking field indicators related to CBDRM outcomes and community engagement.
  • Ensure effective coordination with local authorities and humanitarian actors at the district level.

D.     2.4 Operational and Logistical Support

  •  Liaise with logistics and admin teams to ensure timely availability of training materials and other resources.
  • Maintain accurate records of training sessions, attendance sheets, feedback forms, and documentation of field visits.
  •  Plan and organize trainings at the village and Union Council levels, including all logistics, transportation, and other necessary arrangements, which will be the responsibility of the Trainer.

3. Required Qualifications & Experience:

  • Bachelor’s or Master’s degree in Disaster Management, Environmental Sciences, Social Sciences, or related field.
  • Minimum 3 years of practical field experience in community-based disaster risk reduction (CBDRR) or resilience programming.
  •  Demonstrated experience in community mobilization, participatory planning, and delivering technical trainings in local languages.
  • Familiarity with HVCA tools, contingency planning, and CBDRM models.
  •  Experience in working with government DRM systems (NDMA/PDMA/DDMA) and local stakeholders.
  •  Excellent communication, facilitation, and report-writing skills.
  •  Proficiency in Sindhi, Balochi,Siraiki or other local languages will be considered an asset.
  • Willingness to travel frequently and work in remote, disaster-prone areas
