POSITION TITLE: M&E Officer
DEPARTMENT: Program
RESPONSIBLE TO: Country Manager
COUNTRY PROGRAM MISSION
The American Refugee Committee (ARC) is an entrepreneurial humanitarian organization that assists its beneficiaries to move from vulnerability to resilience, from impoverishment to well-being, and from exclusion to inclusion.
Since 2002 ARC has been providing humanitarian relief and development assistance in Pakistan through meaningful engagement with communities, innovative human-centered programs, and rigorous attention to outcomes. ARC provides multi-sectorial programs that include primary and reproductive health, SGBV , water and sanitation, shelter, and emergency response.
PRIMARY PURPOSE OF THE POSITION
As team member of M&E Unit, the incumbent will assist the M & E Unit in the monitoring and evaluation of programs.
SPECIFIC ACTIVITIES
· Design M&E tools and implement MEAL activities in coordination with project staff
· Analyze data collected from field units producing and updating various statistical briefs
· Develop Reporting tools for individual program and analyze the progress on monthly basis
· Assist the Program Managers in identification of issues and suggest corrective actions
· Carrying out operational research for the improvement of the program, periodic evaluations and assessments
· Work with the Program leads for identification of the case studies, success stories and learning
· Provide assistance in preparation of quarterly and annual work plans.
· Develop M & E guidelines for each project and ensure their implementations.
· Assist PDU in development of indicators
· Conduct outcome and impact studies
· Preparing monthly, quarterly, bi-annually and annually M & E reports about various project activities for submission to the programs and donors.
· Any task assigned by the supervisor
1.0 REPORTING:
The position reports to M&E Manager and to Country Manager. M&E Officer will supervise M&E Assistants.
2.0 EDUCATIONAL REQUIREMENTS:
· Masters in relevant field - Development Studies or Social Sciences.
· Experience of designing M&E/Research tools
· Capable of working individually and as part of a team.
· Capable of handling and analysis Data base (Access, SPSS); essential.
· Ability to work effectively in a fast-paced environment under challenging conditions with persons from differing backgrounds.
· Capable of working in multi-cultural environment.
· Can work with minimum guidance and supervision.

4.0 ORGANIZATIONAL RELATIONSHIP (INTERNAL):
· Keep close liaison with all the departments.
