(B) Key Accountabilities
· Strategy & Plan
o Conduct a risk assessment of all respect of the company’s business and operations from the perspective of HSE, CSR and SA
o Develop and integrate the initiatives and plans for CSR and SA with those of HSE
o Prepare enterprise objectives and budgets HSE, CSR, SA
o Develop performance standards and establish KPIs for reporting to the management and the board
o Represent the company where required at external forums and meetings
· Quality and Safety
o Develop and establish Health and Safety standards jointly with the NTC teams aligned with the company objectives viz. zero fatalities, zero accidents and positive performance indicators on OSHA projects etc.
o Develop and establish a “Safety First” culture in the organisation that enables OHSA performance excellence
o Develop safety driven operating policies and approaches for the construction and maintenance of passive equipment, power systems and other site infrastructural related operation
o Support business continuity including the development of emergence response plans and procedures for personnel and sites of the organisation
o Inspect the place of work to determine whether any machinery, plant, equipment, substance, appliance or process or any description of manual labour used in the place of work, is of such nature liable to cause bodily injury to any person working in the place of work
o Advise and ensure the employer or any person in charge of a place of work on the measures to be taken in the interests of the Safety & Health of the persons employed in the place of work
o Investigate any accident, near-miss accident, dangerous occurrence, occupational poisoning or occupational disease which has happened in the place of work
o Ensure any officer in carrying out his duty under the Act or any regulations made under the Act or regulations (OSHA Act)
o Ensure the Safety & Health committee in any inspection of the place of work for the purpose of checking the effectiveness and efficacy of any measures taken in compliance with the Act or any regulations made under the Act (OSHA Act)
o Coordinate industrial accidents and safety programs
· CSR and Environment Initiatives
o Develop CSR and Environmental management initiatives to be adopted for implementation by the NTCs viz. implementation of green initiatives, solar energy sites, reduction of carbon footprint etc.
o Ensure compliance with all relevant legislative requirement, codes of practices, guidelines and regulatory requirements by each respective subsidiary, within its country of operations
· Performance Management and Reporting
o Establish an audit program of both internal and external audits of operations and projects for health, safety, environment impact
o Submit monthly performance reports for review by the edotco Group management and board
o Establish committees and review forums for performance at various levels within the company
o Determine current level of awareness by applying combination of methodologies such as internal and external audits, operational assessments, management systems assessments, etc.
o Responsible for implementation and compliance to Health, Safety and environment standards
o Conduct daily safety inspection at the job site and submission of report
o Ensure work place safety compliance and effectiveness
o Provide training and guideline on safety and health
(C) Working Relationship Internal
· All employees
External· Department of Occupational Safety & Health (DOSH), relating to occupational safety & health related maters
(D) Qualification, Skills & Knowledge
Qualifications & Experience
· Bachelor’s degree in Engineering, Operations, Telecommunications or similar from a recognised university
· Master’s degree in Business or similar from a recognised university
· Accredited courses in Environmental Management, and Occupational Health and Safety Management, and have passed the required examinations to be certified as a Health and Safety Officer
· Six Sigma Green Belt or Black Belt will be an added advantage
· Training in CSR and social accountability would be an advantage
· 10 years or more relevant experience in an Occupational Health and Safety management role within the Heavy Construction industries or Mining, Oil and Gas Industries and/or Telecommunications site infrastructure industry
· 5 years in an OHSA role or in a CSR role in the Telecommunications industry would be an advantage
· Experience in major construction projects / Green infrastructure development would be preferred
· Experience in the implementation of Occupational Health and Safety Management Systems and Environmental into organisations
Knowledge & Skills
· Well versed and knowledgeable in statutory requirements of safety and health issues and able to operate and handle all forms of industry safety equipment
· Able to plan, implement and execute all safety and health rules and regulations successfully
· Understanding of telecom operators / communications service providers key business and technology drivers, network infrastructure support requirements
· Ability to drive effective change programmes to tome and budget while maintaining services levels
· Good relationship with DOSH and any related government bodies
