The Final External Evaluation Consultant will assess the CLEAN Project on Solid Waste Management and Circular Economy (2021–2025), implemented by Pak Mission Society and funded by Humedica International Aid through BMZ. This project targets ten socially disadvantaged neighborhoods in Islamabad and Rawalpindi, aiming to improve environmental hygiene, public health, and livelihoods through sustainable solid waste management and circular economy initiatives. The evaluation will focus on the project’s relevance, effectiveness, efficiency, impact, and sustainability, covering both old and new communities. The consultant will conduct fieldwork, data collection, and analysis, culminating in a comprehensive report with findings, lessons learned, and recommendations to guide future programming. The assignment requires expertise in project evaluation, community mobilization, and circular economy principles, with a strong emphasis on gender and social inclusion.

Key Responsibilities:
- Assess the project’s relevance, efficiency, effectiveness, impact, and sustainability against the Logical Framework Approach (LFA).
- Evaluate progress toward achieving project outcomes and outputs, including environmental, health, and economic improvements.
- Analyze institutional frameworks, policy influence, and stakeholder engagement, including the functionality of Haryali Hubs and waste collection teams.
- Conduct qualitative and quantitative data collection through surveys, key informant interviews, and focus group discussions with project stakeholders, community members, and local authorities.
- Develop and implement a detailed evaluation methodology and sampling strategy ensuring gender and stakeholder diversity.
- Prepare and present data summaries, draft evaluation reports, and a final comprehensive report including executive summary, methodology, situational analysis, findings, conclusions, and recommendations.
- Provide a PowerPoint presentation summarizing key findings for senior leadership and donors.
- Ensure adherence to ethical standards including informed consent, confidentiality, and do-no-harm principles throughout the evaluation process.

Required Qualifications:
- Master’s degree in Public Policy, International Development, Development Economics, Environmental Sciences, or related fields.
- Minimum of 8 years’ experience in project formulation, monitoring, and evaluation, particularly in urban development or solid waste management projects.
- Proven expertise in aid effectiveness, project evaluation, and working with national and international organizations and donors.
- Strong background in qualitative and quantitative evaluation methodologies, data analysis, and reporting.
- Experience conducting evaluations of donor-funded projects, preferably German-funded initiatives.
- Excellent written and verbal communication skills in English.
- Demonstrated knowledge of circular economy, waste management, community mobilization, and resilience approaches.
- Familiarity with socio-economic and governance contexts of Islamabad and Rawalpindi, including experience working with local government bodies and civil society organizations.

Preferred Qualifications and Benefits:
- Prior experience in conducting endline or final evaluations in Pakistan or similar contexts.

- Capacity to produce high-quality technical reports and presentations tailored to diverse stakeholders.

The consultant or firm must be legally registered with the Federal Board of Revenue (FBR). The assignment is expected to be completed within 29 working days, with deliverables including work plans, field data, draft and final reports, and presentations.
