A.      Responsibilities

The Component Leader Governance for Sustainability is responsible for

  •   Independently managing the component “Supporting Public Sector Development” in accordance with the commission, project goals and activities agreed with the partner, team agreements and/or agreements with the superior
  •   Providing professional advice to partners and cooperating with important stakeholders
  •   Innovation and knowledge management and communication of innovations to a broad target group
  •   Integrating results and experience into teamwork and the work of all relevant groups
  •   Technical and disciplinary management of technical advisors working in the component

The Component Leader Governance for Sustainability performs the following tasks:

B.      Tasks

1.       Management responsibility

The Component Leader Governance for Sustainability is responsible for:

  •   The orders and measures in the project that are assigned to him/her and for managing all staff members who report to him/her
  •   Management of staff in accordance with GIZ management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for developing creativity and innovation
  •   Recruiting, selecting, grading, planning the assignment of and professional development of staff members who report to him/her
  •   Monitoring, managing staff and ensuring that they provide cost-effective services
  •   Carrying out annual staff assessment and development talks for staff members who report to him/her

2.       Professional advisory services

The Component Leader Governance for Sustainability is responsible for the areas of intervention aiming to support the Labour and Human Resource Department of the Punjab and selected downstream institutions in capacity development for labour inspections along with Environment Protection Department (EPD) to improve the Department’s organisational capacity to uphold labour standards and environmental standards. This includes e.g. activities to develop the understanding of the labour inspectors regarding their professional role and skills development; increase the efficiency of the inspectorate and prevention activities; the development of an integrated approach regarding inspection, prevention, rehabilitation and compensation; the improvement of CIWCE’s services, monitoring of work accidents at occupational diseases, performance measurements of the Labour and Human Resource Department, manuals for the analysis of environmental risks and the development of services of Environment Protection Department and stakeholder dialogue. Therefore, s/he will be:

  •   Advising partner institution(s) on commission clarification, identification of needs, development of concepts and strategies, and provision of technical input
  •   Participation in identifying needs for external support and advisory services, work on policy recommendations and development of a strategic approach
  •   Contributions to preparing and implementing the coordination process and joint project activities (including the region)
  •   Formulation of job descriptions and terms of reference, selection and supervision of third parties in the context of implementing project activities, including performance evaluation
  •   Monitoring the development and implementation of project plans and activities in close consultation with counterparts
  •   Dealing with the design, preparation and implementation of workshops, seminars and other events on issues related to the project’s area of activity
  •   Development and organisation of quality assurance measures and suggestion of necessary changes, improvements and initiatives
  •   Monitoring project progress and the activities of the component, review of reports and documents on the progress of joint projects, identification of bottlenecks and recommendations for alternative management options to the project manager
  •   Ensuring that the services provided by the component are aligned with the partner’s needs

3.       Networking and cooperation

The Component Leader Governance for Sustainability is responsible for:

  •   Ensuring cooperation, regular contact and dialogue with partners; carrying out PR work and cooperation with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
  •   Communication of local interests and efforts, forwarding these and encouragement of sharing ideas and information for the benefit of the project
  •   Regular travels within the region, also abroad, in accordance with project requirements

4.       Knowledge management

The Component Leader Governance for Sustainability is responsible for:

  •   Compilation of information on the project activities and ensuring knowledge transfer
  •   Development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  •   Drawing up reports and presentation documents
  •   Formulation of appropriate input for various project reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  •   Assistance with research activities and studies on political issues which benefit joint projects and programmes

5.       Management and coordination tasks

The Component Leader Governance for Sustainability is responsible for:

  •   Project planning for the component and development of project concepts and strategies, ensuring their implementation
  •   Using GIZ’s Capacity Works to manage the component
  •   Coordination and prioritisation of relevant project activities at local level in cooperation with the partners, both with regards to the organisational preparation and implementation of the activities;
  •   Management and monitoring of the component budget in consultation with the principal advisor (officer responsible for the commission)
  •   Compilation of the relevant information for joint activities and assignments
  •   Appropriate measures to secure operation of the project in the absence of the principal advisor

6.       Other duties/additional tasks

  •   Performing other duties and tasks at the request of management.

C.      Required qualifications, competences and experience


  •   At least MSc/MBA/Master’s degree in an area that is related to the project objectives (Political Sciences, Law, Sociology, Administrative Sciences, Economy, Public Health, Safety Engineering, or any other relevant field

Professional experience

  •   At least 10 years’ professional experience in a relevant field, preferably with management experience, including HR and budget management responsibility

Other knowledge, additional competences

  •   Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  •   Proven track record in a managerial position is an asset
  •   Very good knowledge of English and Urdu language, knowledge of German language would be an asset
  •   Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
